Social Security Reform: Debates About Fiscal Balance Reignite Alert for Workers Near Retirement, in Light of Proposals That Could Tighten Rules, Reduce Benefit Amounts, and Alter Criteria Already Consolidated in the Brazilian Social Security System

Projections for 2027 indicate the possibility of a new social security reform in Brazil, particularly concerning social security, driven by fiscal and budgetary pressures, involving minimum age, benefit calculation, and access rules, which could affect workers who have not yet filed for retirement.

Experts warn that the repetition of deep changes, as occurred in 2019, tends to generate losses especially for those who already have acquired rights but choose to postpone their retirement request in search of higher future income.

Fiscal Pressure and Motivation for Reforms

The main justification presented for new reforms is related to fiscal balance, rising mandatory expenses, and the need to contain long-term costs, a scenario that puts social security back in the center of the debate.

Reports, projections, and positions of economic agents indicate that the adjustment tends to fall on social security benefits, affecting both access criteria and the amount paid to insured individuals over time.

Possible Disconnection of Minimum Wage

One of the most sensitive points under discussion is the disconnection of the minimum value of pensions from the minimum wage, breaking the current model that ensures no benefit is below this floor.

If implemented, this change would allow benefits below the minimum wage, reducing the monthly income of retirees and pensioners and amplifying the social impact on those who depend solely on INSS.

Change in Minimum Retirement Age

Another recurring proposal involves raising the minimum retirement age, currently set at 65 years for men and 62 years for women, with discussions pointing to a possible level of 67 years for all.

Adopting a higher age would extend the time spent in the labor market and make access to the benefit more difficult, especially for workers with a history of more physically demanding activities.

End of Differentiated Rules

There are also discussions about eliminating differentiated criteria for specific groups, such as people with disabilities and workers exposed to harmful agents, who currently have rules for early retirement.

The unification of these criteria is seen as a factor of inequality, as it disregards different working conditions and varying levels of social vulnerability, harming those who are not on equal footing.

Impact of Transitional Rules

Previous experiences show that even transitional rules do not prevent losses, as new calculations and requirements tend to reduce amounts and extend deadlines, affecting insured individuals already in the system.

The 2019 reform is often cited as an example of changes that pushed the right to retirement further away and decreased the final income of many beneficiaries.

Importance of Social Security Planning

In light of this scenario, there is an increasing recommendation for workers to engage in social security planning, conduct detailed calculations, and assess the right time to file for benefits.

Postponing retirement by five, eight, or ten years, betting solely on future salary increases, can prove to be a risky strategy given the possibility of new, more restrictive rules.

Additional information indicates that the debate over reforms is expected to intensify in the coming years, keeping the social security system under constant review and reinforcing the need for proactive decisions to protect the rights of insured individuals.
