Measure approved by Aneel involves hydroelectric resources, discount on electricity bills, and different impact among distributors in the benefited regions, with effects that still depend on the tariff processes of each company.
Consumers served by 22 energy distributors in the North and Northeast regions, in Mato Grosso, and in parts of Minas Gerais and Espírito Santo should receive a reduction in their electricity bill through a measure approved by the National Electric Energy Agency.
It is expected that up to R$ 5.5 billion will be used in the next adjustments and tariff reviews to reduce amounts charged from captive consumers, who buy energy directly from distributors and do not participate in the free market.
The refund will not be made by account deposit nor by direct payment to families.

The final percentage, however, depends on the amount actually collected and the tariff calculations of each company.
Discount on electricity bill via UBP
The resources originate from the renegotiation of values of the Use of Public Property, known by the acronym UBP.
This charge is paid by hydroelectric generators to the Union for the use of rivers in electricity production.
Although the charge falls on the generators, the cost is part of the tariff structure of the electricity sector and can be passed on to consumers through the distributors.
Law No. 15,235/2025 allowed hydroelectric plants to settle future UBP installments in advance, with a 50% discount.
As a counterpart, the amounts collected with this anticipation must be used to reduce tariffs in areas served by the Superintendence of Development of the Amazon and the Superintendence of Development of the Northeast.
The rule covers all states in the North and Northeast, as well as Mato Grosso and parts of Minas Gerais and Espírito Santo within the coverage areas defined by public policy.
According to Aneel, the allocation of resources considers regions where generation and distribution costs are higher, including isolated locations that depend on diesel plants.
Regions Benefited by the Reduction of Energy Tariff
The cost difference between regions appears in the calculations that guide the decision of the regulatory agency.
In some of the benefited areas, there is a lower concentration of consumers to share the expenses of the electric system and a greater dependence on more expensive generation structures.
This set of factors affects the final tariff paid by families, businesses, and small enterprises.
For this reason, the discount will not be uniform for all consumers.
The impact will vary according to the distributor, the volume of resources allocated to each area, and the tariff adjustment or review schedule.
Aneel reported that the effective percentage will be known after the conclusion of the tariff processes of the companies involved.
The agency is working with three revenue scenarios.
If the amount collected is R$ 4.5 billion, the estimated average discount on tariffs would be 5.81%.
With R$ 5 billion, the projected average reduction would be 5.16%.
In the R$ 5.5 billion scenario, the estimated average discount is 4.51%, according to the methodology presented by the agency.
The variation between the percentages occurs because the calculation does not correspond to a direct division of the total amount by the number of consumers.
The methodology considers the tariff effects in each market, the confirmed revenue, and the specific conditions of the distributors included in the measure.
Amazonas Energia and the Effect of the Tariff Discount
One of the cases already analyzed by Aneel involves Amazonas Energia.
The agency approved on May 19, 2026, the annual tariff adjustment of the distributor, responsible for serving about 1.06 million consumer units.
The average effect for consumers was 6.58%, with an increase of 3.77% for residential consumers and an average of 3.79% for low voltage units.
The agency reported that the indices were reduced by the anticipation of R$ 735 million in resources from the UBP renegotiation.
A Reuters report published by InfoMoney noted that, without this contribution, the average adjustment of Amazonas Energia could reach 23.15%.
Other distributors also requested the anticipation of values in the tariff processes, including concessionaires linked to Neoenergia in Bahia and Equatorial in Amapá.
According to Aneel, these requests allowed for the application of a preliminary discount before the full receipt of resources by the companies.
Final value still depends on the generators and Aneel
The adherence of hydroelectric generators influences the final amount to be applied to tariffs.
The government’s initial estimate was higher, but not all eligible companies adhered to the renegotiation.
According to Aneel, out of the 34 generators that could participate, 24 signed the contractual addendum for UBP settlement.
The Electric Energy Trading Chamber will be responsible for informing Aneel if the commitments were fulfilled and what the amount effectively collected was.
With this data, the agency will define the preliminary discount percentages for the 22 distributors included in the measure.
Even with the forecasted discount, the electricity bill may still increase in some areas.
This occurs because the discount will be incorporated into the adjustment and review calculations, which also include energy purchase costs, transmission, sector charges, and other components provided for in the concession contracts.
Thus, the measure reduces part of the tariff pressure but does not necessarily mean a nominal decrease in the bill for all consumers.
To monitor the impact on the monthly charge, the consumer should observe the authorized adjustment for their distributor and the date of application of the new tariff.
The reduction linked to the UBP will be perceived within these processes, without the need for specific registration or individual request, as long as the consumer unit is in the captive market and is served by one of the included distributors.
The application of resources will also depend on the schedule of each tariff process.
Therefore, consumers in different states may notice the discount at different times, according to the regulatory calendar of the distributor responsible for supplying energy in each location.
The measure involves resources from hydroelectric concessions and will be executed through the tariff structure already regulated by Aneel.
The result for each consumer will depend on the combination of the UBP discount and the other items that make up the electricity bill in their service area.
