Highways of the São Paulo Coast Are Undergoing Transformation with an Investment of R$ 4.3 Billion. The Package Includes Duplications, Marginal Roads, Bike Lanes, and Grade-Separated Crossings, Promising to Improve Mobility and Road Safety in the Region.
The Government of São Paulo confirmed the granting of the Litoral Paulista Lot, with a package of works totaling R$ 4.3 billion. The project includes highway duplications, construction of marginal roads, and modernization of road infrastructure in various sections of the coast.
The objective is to improve mobility and ensure more safety for residents, tourists, and workers who travel daily through the region.
To achieve this, the project foresees interventions on strategic roads, with a highlight for the Padre Manoel da Nóbrega Highway (SP-055), which will be fully duplicated between Bertioga and Santos, and from Peruíbe to Miracatu.

The Project Involved Public Participation and Support from City Halls
The proposal was developed based on contributions from society. In 2019, the plan underwent public hearings, and in 2023, it was improved after a new round of consultations, resulting in over 180 incorporated suggestions.
All the involved city halls signed cooperation agreements and participated in defining the adopted model. This ensured that local needs were addressed in the improvement package.
Work Is Already Underway and Includes Bike Lanes and Grade-Separated Crossings
The work fronts are already operating at different points. Currently, there are seven teams in the field and eight operational bases functioning.
The ongoing services include application of new pavement, strengthening of signage, emergency repairs, and installation of support structures.
Over 134,000 square meters of the road network have already received interventions. In addition to duplications, the project foresees the construction of 108 km of marginal roads with sidewalks, bike lanes, lighting, and 27 grade-separated crossings.
Toll Will Only Be Charged After the Delivery of the Works
The contract provides for charging only after the completion of the initial services.
These services include resurfacing, new signage, communication systems, and assistance with towing and ambulances.
The Siga Fácil System Will Provide Proportional Charging Without Lines
The new system adopted is Siga Fácil, which replaces traditional toll plazas with electronic portals. The model allows for continuous traffic without stopping. Charging will be proportional to the distance traveled.
Motorcyclists will have total exemption. Frequent users will benefit from reduced rates, and those opting for automatic payment may receive a discount of 5% to 20%.
Drivers who use only the marginal roads will be exempt.
Charge Start Will Be Gradual Starting in 2025
The operation of the portals will begin in November 2025, in municipalities such as Arujá, Mogi das Cruzes, Bertioga, Santos, Miracatu, and Itariri.
In cities like Peruíbe, Itanhaém, Mongaguá, and Praia Grande, charging will start only in 2027.
Oversight will be the responsibility of Artesp, which will monitor all stages of the contract.
The government also launched the Siga Fácil website, with information about the new model, maps of the portals, and service channels.
