Infrastructure Concessions Will Generate Billions in Investments and Help Create Millions of Jobs, According to Dossier Raised by Folha de S. Paulo
The role of leading the search for job creation in Brazil is in the hands of Paulo Guedes, Minister of Economy, who has held the position since the beginning of the Bolsonaro government. However, time has passed, and the reforms and privatizations that Paulo Guedes dreams of are increasingly distant from being realized. Meanwhile, Tarcísio Gomes de Freitas, Minister of Infrastructure, has been working and achieving important advances in privatizations and investments in the sector. The Folha published a lengthy article analyzing these two important points of the Government.
Paulo Guedes (economy) developed the job recovery plan based on privatizations and reforms. However, none of his plans have progressed, but the concessions from the Minister of Infrastructure indicate that job creation may take off. The auctions from the Ministry of Infrastructure, led by Tarcísio, are expected to generate about 3.6 million jobs across the country by the end of next year, 2022.
Job Creation with Infrastructure
The concessions from the Ministry of Infrastructure in 2021 are expected to raise approximately R$ 84 billion. The investments from these projects will generate around 1.2 million job vacancies in the country, helping to reduce unemployment, which hits record highs every day. Job creation will primarily come from the investment contracts signed alongside the concession contracts.

Tarcísio is practically taking a place that was meant to be occupied by Paulo Guedes regarding job creation in the country. By the end of Bolsonaro’s term, the expectation is that R$ 260 billion in investments will be realized, which will not only boost job rates but also open doors for multinational companies to operate in Brazil. Only the railway and port sectors are expected to generate 1.1 million jobs. Minister Tarcísio is gaining prominence throughout the Government and Congress.
While Tarcísio receives praise, Paulo Guedes is increasingly criticized for the delays in privatizations and reforms. The actions of the then Ministry of Infrastructure are filling a space to help and save the projects of Paulo Guedes. Today, Tarcísio is regarded as the most important Minister in Bolsonaro’s administration.
