Even Not Meeting Compliance Standards of the State-Owned Company, Petrobras Releases the Portuguese Company in 2 Batches of Offshore Units
Mota Engil has just been classified by Petrobras for maintenance projects in offshore units in the Campos Basin, raising the frustration of some movements. The fact is that under the compliance standards of the state-owned company, the Portuguese-origin company should not participate in these bidding lots, as it would be violating at least 3 of these rules: Involvement in the “drilling” operation in Portugal, punishment for tax fraud in its home country, and currency evasion.

The contracts are for UMS campaigns under the administration of UO-RIO and Mota Engil ranked second in two lots, but according to Petrobras’s rules for this bidding, it can only choose one of the lots. The Italian contractor, Saldimpiante Construzioni, which also participated and ranked third, filed an administrative appeal to move up in position (it complied with all compliance rules), but Petrobras did not accept it, leaving Mota in the same classification.
There is a real probability of the Portuguese company acquiring one of the lots, after all, it presented one of the best prices for the maintenance contracts. Some experts criticize this action as it detracts from Brazilian companies, as was the case with Elfe Engenharia, which was barred from participating in the bidding for much less. Petrobras was approached for clarifications regarding these rules, whether they apply to all companies or not. So far, there has been no response.
