Government Will Sell Largest Port Complex in Latin America, Thus Santos Port Is Among the Nine State-Owned Companies That Will Be Privatized During Jair Bolsonaro’s Term
After Releasing the List of the 9 State-Owned Companies That Will Be Privatized, the government through the Secretary of Promotion, Planning and Partnerships of the Ministry of Infrastructure, Natália Marcassa, announced its intention to privatize Santos Port by the end of the current president Jair Bolsonaro’s term.
It is worth remembering, however, that the sale will need to pass through Congress, according to a decision by the Federal Supreme Court (STF), as only subsidiaries will not require such approval.
According to the secretary, privatization will not be a simple task and stated that: “We will privatize Santos Port by the end of the government. And whoever privatizes Santos Port can carry out any other infrastructure project”.
The sale of the Companhia Docas do Estado de São Paulo (Codesp), which manages the largest port complex in Latin America, will have to be negotiated with Congress by the federal government and should have as its first pilot project the sale of Codesa (Companhia Docas do Espirito Santo), which was included in the Investment Partnerships Program (PPI) of Michel Temer’s government.

With the inclusion of the nine new companies in the privatization list, the current government now totals 119 divestment projects and is estimating revenue of over R$ 2 trillion.
In addition to Santos Port and Espírito Santo, the government is also working on the privatization of two other ports, São Sebastião and Suape.
In 2020, the government plans to conduct lease auctions for 6 more port terminals: 4 at Itaqui Port and 2 at Santos Port.
Airports and Highways
Regarding highways, the secretary of the Ministry of Infrastructure stated that the next planned auctions are for BR 364/365/GO/MG, scheduled for September 18, and BR-101/SC, which should occur by the end of the year.
In the airport sector, already in 2020, the government intends to auction an additional 22 airports, with Congonhas and Santos Dumont expected to be the last to go up for auction in 2022, as they are profitable and will help keep Infraero’s accounts in order.
This year alone, 26 companies in the infrastructure sector have already been privatized, including 12 airports, 13 port terminals, and the concession of the North-South railway.
