The news, which caught many by surprise, is linked to the ICMS (Tax on the Circulation of Goods and Services) adjustment, which will take effect on February 1, impacting gasoline, ethanol, diesel, and biodiesel.

But what will be the magnitude of this impact and why is it happening now?

On February 1, the ICMS rate on gasoline and ethanol will increase by R$ 0.10 per liter, reaching R$ 1.47.

Diesel and biodiesel will see an increase of R$ 0.06 per liter, reaching R$ 1.12. These adjustments will be applied across all Brazilian states, reflecting important changes in fiscal policy.

Why The ICMS Increase?

According to Comsefaz (National Committee of Secretaries of Finance, Revenue or Taxation of the States and the Federal District), the adjustment was planned to ensure the balance of the fiscal system.

The agency explained that this change aims to align taxation with market fluctuations and promote a fairer distribution of taxes.

“This measure is essential to ensure that the fiscal system maintains its efficiency and to keep up with changes in international market prices,” said a representative from Comsefaz.

Effects On The Consumer’s Wallet

The rise in fuel prices is expected to cause a ripple effect in the economy, impacting various sectors.

Gasoline, for example, has already recorded a rise of 9.71% in 2024, being the item that most influenced the IPCA (Broad Consumer Price Index).

Ethanol, in turn, saw an impressive increase of 17.58% in the same period. These figures demonstrate how fuels are strategic items in the cost of living.

The increase also promises to raise transportation, food product, and service prices, further pressuring inflation.

Experts warn that Brazilian consumers may feel the impact in their daily lives, especially in delivery services, public transport, and freight.

Petrobras Under Pressure

The decision to adjust the ICMS comes amid a challenging scenario for Petrobras, which faces demands for price adjustments.

According to a report released by Abicom (Brazilian Association of Fuel Importers) on January 24, 2025, the state-owned company has a price gap compared to the international market of about 9% for gasoline and 18% for diesel.

This difference in prices has caused losses for the state-owned company, reducing its ability to invest in infrastructure and complicating the transition to renewable energy sources.

According to Sérgio Araújo, president of Abicom, the ICMS increase has a limited function: “It does not resolve the gap completely, but only impacts the price for the final consumer.”

The last price adjustment by Petrobras for gasoline occurred in July 2024. Now, the topic is set to be debated in the upcoming meeting of the state-owned company’s Administrative Council, scheduled for next week.

The Future Of Fuels In Brazil

In addition to discussions about taxation and prices, the ICMS increase has reignited debates about Brazil’s role in the global energy transition.

Despite the challenges faced by Petrobras, the dependence on fossil fuels remains significant.

The delay in adopting renewable sources has kept Brazil in a vulnerable position amid fluctuations in the international market.

Experts point out that structural measures, such as investment in alternative energies and strengthening public transport, could help reduce dependence on fossil fuels.

However, until these changes occur, tax adjustments will continue to impact the lives of Brazilians directly.

For drivers, saving fuel has become a priority.

Practices such as preventive vehicle maintenance, route planning, and using apps to find the cheapest gas stations can make a difference.

For companies, the challenge will be even greater, as transportation is a crucial component of operational costs.
