Intensified inspection by the Rio City Hall already totals 115 fines and over 22,000 approaches on mopeds, electric bicycles, and scooters, while municipal agents reinforce educational actions, expand operations on bike paths, bike lanes, tunnels, and busy roads, and try to reorganize the circulation of two-wheeled electric vehicles in the city

The Rio City Hall applied 115 fines to drivers of mopeds, electric bicycles, and scooters in the first month of the new rules for two-wheeled electric vehicles.

During this period, municipal agents also carried out at least 22,000 approaches at different points in the city. The measure is part of the application of Municipal Decree No. 57.823, which regulated the circulation of these vehicles in the municipality.

According to the Municipal Secretariat of Public Order, the initial priority is still to guide users. However, infractions such as irregular traffic on bike paths, bike lanes, prohibited areas, and tunnels have already started to result in penalties.

Inspection was reinforced in tunnels and busy neighborhoods

Last week, operations gained momentum in the Santa Bárbara and Rebouças tunnels. In these locations, five fines were applied for improper circulation.

In addition, the teams also operated in neighborhoods with a high flow of electric vehicles, such as Copacabana, Ipanema, Leblon, Barra da Tijuca, Recreio dos Bandeirantes, Lagoa, Laranjeiras, Tijuca, and Grajaú.

The choice of these points reflects areas where the growth of this type of transport had been increasing conflicts between pedestrians, cyclists, and motorized vehicles.

What changes with the new decree

Before the regulation, bike paths and streets gathered different vehicles without clear rules. Therefore, the decree began to separate circulation rules for each category.

Mopeds must be registered by the end of 2026. Furthermore, they can only be driven by licensed individuals.

These vehicles can circulate on roads with a limit of up to 60 km/h, always on the right edge and in the same direction of traffic.

As for electric bicycles, they should prioritize bike paths, bike lanes, and bike routes. When these structures do not exist, they can circulate on roads with a limit of up to 60 km/h, also on the right edge.

In turn, electric scooters follow a similar rule. However, circulation is restricted to roads with a limit of up to 40 km/h.

In all cases, the use of personal safety equipment is mandatory.

City Hall bets on educational phase before stricter enforcement

According to the Secretary of Public Order, Marcus Belchior, this first stage has an educational character. The intention is to allow users to understand the new rules and adapt their circulation to the city’s routine.

Nevertheless, the trend is for enforcement to become more rigorous in the coming months. After all, the City Hall seeks to reduce traffic conflicts and organize the use of mopeds, electric bicycles, and scooters in shared areas.
