Measure approved on May 7, 2026, allows automatic CNH renewal for drivers without point-based infractions in the last 12 months, maintains mandatory exams, creates age limits, and still depends on Senate analysis to become a definitive rule
The Chamber of Deputies approved, on Thursday, May 7, 2026, Provisional Measure 1327/25, which provides for the automatic renewal of the CNH for drivers without point-based fines.
Now, therefore, the text goes to the Federal Senate for analysis. If it advances, the rule could benefit drivers registered in the National Positive Driver Registry, the RNPC.
Measure benefits drivers without fines
According to the Chamber News Agency, the proposal applies to drivers who have not committed traffic infractions subject to points in the previous 12 months.

Furthermore, the approved text maintains its focus on drivers registered in the RNPC, a system that gathers drivers with a good traffic history.
Currently, this registration already allows benefits such as discounts on taxes, tolls, parking, and insurance.
Also, the measure provides for the cost-free renewal of the driver’s license for those who meet the defined criteria.
Automatic renewal will have age limits
However, automatic CNH renewal will not apply to all drivers.
According to Agência Brasil, the approved text will not apply to drivers aged 70 or older.
On the other hand, for drivers aged 50 or older, the benefit cannot be used for more than one renewal.
Thus, the proposal creates a differentiated rule according to the driver’s age.
Mandatory exams remain in place
Despite the change, physical and mental fitness exams remain mandatory for all drivers.
Similarly, the psychological evaluation was also maintained in the approved text.
However, the cost of these exams must have a single price, defined by a federal traffic authority.
Also according to the proposal, this value will be adjusted annually by the variation of the IPCA, the country’s official inflation index.
Rapporteur advocates for less bureaucracy in CNH
According to the Chamber News Agency, the approved text is the version reported by Senator Renan Filho, from MDB of Alagoas.
In the opinion, the rapporteur criticized the current model for license renewal.
According to him, the current system has not managed to reduce traffic accidents.
Furthermore, Renan Filho stated that there has been a reduction in the number of licensed drivers in the country.
Therefore, the measure was defended as a way to reduce bureaucracy and expand the formalization of drivers.
Next step will be in the Senate
Now, PM 1327/25 needs to undergo analysis by the Federal Senate.
Only after this stage, therefore, will the automatic renewal of the CNH be able to advance as a permanent rule.
Meanwhile, drivers registered with the RNPC are following a change that could simplify the license renewal process.
After all, can an automatically renewed CNH for those with a good traffic record reduce bureaucracy, or does it still require greater caution before becoming a definitive rule?
