New ID advances with digital services in states and changes how citizens start the request, track the issuance, and receive the document, but in-person validation remains mandatory to confirm data, documents, and identity with more security.

The National Identity Card (CIN) already allows part of the issuance process to start through digital channels in states like São Paulo and Minas Gerais, although in-person validation remains mandatory for document verification, data collection, and identity confirmation.

Besides the online stage, both states also offer the possibility of delivery by mail, according to local service rules, which can avoid another trip to the unit responsible for delivering the physical document.

The new document gradually replaces the old state ID and starts using the CPF as a unique identification number, a change created to reduce registration duplications and standardize civil records across the entire national territory.

In São Paulo, Poupatempo states that the CIN is valid throughout Brazil, includes security elements like a QR Code, and allows access to the digital version via the Gov.br app after the physical card is issued.

New CIN still requires in-person service

Even with the expansion of digital services, the issuance of the new identity does not occur entirely online, because the citizen needs to attend the service unit to present documents, confirm data, and carry out the necessary procedures for physical issuance.

In São Paulo’s official channels, the request can be initiated through the Poupatempo website, the Poupatempo SP.GOV.BR app, the agency’s WhatsApp, and also through self-service kiosks spread across the state.

After this initial stage, in-person service takes place at Poupatempo posts and units of the Ricardo Gumbleton Daunt Identification Institute, where document verification and validation procedures are carried out.

In Minas Gerais, the process is similar, but scheduling is done through the Cidadão MG portal or the MGApp, with prior data filling before going to the post indicated by the state service.

The official Minas Gerais page informs that registration data can be filled out online, but the digitally attached certificate does not replace the presentation of the original document on the day of in-person service.

Delivery of the new identity by mail

Collection at a service unit is no longer the only option in part of the country, as some states have started offering home delivery after completing the mandatory in-person stage.

In the case of São Paulo, Poupatempo informs that the identity card is ready in up to 22 business days and can be sent by mail, without charge at this stage indicated on the service’s official page.

In Minas Gerais, home delivery appears as a planned step in the CIN procedure, but it depends on the availability informed during the service carried out at the unit chosen by the citizen.

During the in-person service, the citizen informs the method of receiving the document, and when delivery is available, the card is sent by mail to the address indicated in the registration.

When delivery is not available or cannot be completed, collection must occur at a service unit, according to the guidance provided by the state service responsible for issuing the identity.

The Minas Gerais portal also informs that the CIN will be sent to the indicated address within 15 business days, with up to three delivery attempts by mail before returning to the in-person collection flow.

If the attempts are unsuccessful, the document may be available at a Document Distribution Center for the period informed by the state service, according to the rules applied in Minas Gerais.

How to request the National Identity Card

To start the request, the citizen must access the official channel of the state where they live and check which available units issue the National Identity Card with prior appointment.

In São Paulo, the request can start through Poupatempo’s digital channels; in Minas Gerais, scheduling and data entry can be done through Cidadão MG or the MGApp application.

In the in-person stage, it is necessary to bring the documentation required by the state service, as data verification depends on the original documents presented by the citizen on the day of service.

In São Paulo, the list includes a certificate according to the current marital status and CPF number; in Minas Gerais, the official portal also indicates CPF and birth or marriage certificate as mandatory documents.

The official photograph is taken during the service, which dispenses with the need to send a prior image in most cases and maintains the standardization of identification used in the new card.

Minas Gerais informs that it is not necessary to bring a 3×4 photo, except when a child cannot pose without third-party support, in which case the image must follow the rules established by the service.

Physical Document and Digital Version on Gov.br

After issuing the card in physical format, the digital CIN becomes available in the Gov.br app, allowing citizens to access their identity also via mobile phone, within the rules of the federal platform.

Poupatempo informs that the document can be added to the app’s document wallet, while Minas Gerais advises that access to the digital version requires a Gov.br account at Silver or Gold levels.

The first issuance of the National Identity Card is free, according to official information from the state services consulted, but the second copy may incur a charge according to the rule applied in each state.

In Minas Gerais, the second copy due to loss or misplacement, within the validity period, costs R$ 115.80, while the São Paulo service reports free of charge for the first copy of the new national identity.

The old model of the identity card does not lose validity immediately, because the previous RG remains accepted until February 23, 2032, as long as it is in a condition to identify the holder.

This rule reinforces the importance of replacing deteriorated, illegible, or very outdated documents, especially when the old photograph or the state of conservation makes identification difficult in banks, notaries, and public agencies.

What Changes with the CPF as a Unique Number

The main change is in the national unification of civil registration, as the CPF becomes the unique identifier, instead of each state issuing its own number for the old RG.

With this standardization, the CIN reduces registration inconsistencies and facilitates identity validation in public and private services, especially in situations that depend on data cross-referencing between different official databases.

In practice, the digital advancement simplifies the initiation of the request, the monitoring of the process, and access to the electronic version, but does not eliminate the need for in-person attendance to confirm identity.

Therefore, before scheduling the service, the citizen should consult the official portal of their own state, check the required documents, and verify if there is postal delivery in the chosen service municipality.
