Document unifies CPF as national identification, enhances security against fraud, and accelerates digital integration of public services, as millions of Brazilians anticipate replacing their old RG before the final deadline set by the federal government for February 2032.
According to data released by the federal government in May, more than 52 million National Identity Cards have already been issued nationwide, consolidating the gradual replacement of the old state RG with the CPF as the unique civil identification number for Brazilians.
In addition to unifying records nationwide, the change aims to reduce fraud, prevent duplicate registrations, and integrate public identification databases, while the digital version available on Gov.br expands access to public services and official documents.
With national validity and recognition in Mercosur countries, the CIN now incorporates the latest document security mechanisms adopted by the federal government, including biometrics, QR Code, and integration between digital identification systems.

Deadline to replace old RG is already set
Although the old RG model remains valid for a few more years, the government has set February 28, 2032 as the final deadline for the definitive replacement of the document throughout the national territory, allowing for a gradual transition between identification systems.
Nevertheless, the official recommendation is to make the exchange in advance to avoid increased queues and higher demand closer to the deadline, especially since the first paper version of the CIN continues to be issued free of charge.
According to Rogério Mascarenhas, Secretary of Digital Government at the Ministry of Management and Innovation in Public Services, the new identity goes beyond public security.
For the government, it serves as a gateway to public services and social benefits.
What changes with the new National Identity Card
Among the main changes in the new card is the adoption of the CPF as the unique civil identification throughout Brazil, ending the possibility of the same citizen having different RG numbers issued by distinct states.
At the same time, integration with biometrics, QR Code, and official databases reinforces the security of both the physical document and the digital version, reducing risks of counterfeiting and registration inconsistencies in public services.
It also became possible to gather, in the digital version of the CIN, information linked to other documents, such as CNH (driver’s license), voter ID, and labor records, depending on the availability of integrated databases and the rules established by the responsible bodies.
Digital version of Gov.br gains traction among Brazilians
After the physical document is issued, citizens can access the digital version through the Gov.br app.
The card appears in the documents area, with the same legal validity as the printed version.
The functionality facilitates access to digital public services and can reduce the need to present paper documents in various situations.
Nevertheless, the physical version remains important, especially for in-person services.
INSS rules will have a specific calendar
Biometric rules for INSS benefits and social programs have been reorganized by Ordinance SGD/MGI nº 2.907/2026.
Those who do not have any biometric registration must issue the CIN starting in January 2027 for new registrations, grants, or renewals.
Those who have biometrics registered in databases such as voter ID, CNH (driver’s license), or passport will have a longer deadline.
For this group, the CIN will be required as the biometric basis starting in January 2028.
How to issue the new national identity
Issuance begins with scheduling an appointment at the state identification agency.
Generally, citizens should access the portal indicated by the state government or enter through the official Gov.br address dedicated to the National Identity Card.
On the scheduled day, it is necessary to present a birth certificate or marriage certificate, in addition to other documents that the state may require.
During the service, a photo, signature, and biometrics are collected. After processing, the citizen can track the request through the issuing agency’s channel.
When the document is ready, it can be picked up at the location indicated during service or in the state system.
The new ID card is part of a national civil identification policy and will be progressively adopted until 2032.
Until then, the old RG remains accepted, but the CIN will concentrate security updates, biometrics, and digital access to public services.
