This meeting, scheduled for November 14, 2024, in the city of Rio de Janeiro, aims to address the relevance of a transition that not only responds to environmental demands but is also sensitive to social impacts, promoting inclusive development and equity in access to new forms of energy.
During the event, the need for effective strategies for a just energy transition will be emphasized, taking into account adequate financing to tackle the challenges of energy poverty. The just energy transition seeks not only to transform energy matrices sustainably but also to ensure that workers and communities are integral parts of the change process. The commitment is to an approach that values human development, respecting local and regional specificities. In this context, it is crucial that all stakeholders act together to ensure that no one is left behind in this essential transformation.

Just Energy Transition and Sustainable Development
The event titled ‘Just, Sovereign, and Popular Energy Transition for the Sustainable Development of Humanity’ will take place at Espaço Kobra, located in the port area of Rio de Janeiro, from 11 AM to 1 PM. During this panel, the importance of a just energy transition will be the focus, especially regarding both direct and indirect impacts on workers and local communities. These groups need to be actively involved and fully participate in this process. Deyvid Bacelar, the general coordinator of FUP, emphasizes the need for basic criteria for this just energy transition to effectively materialize.
According to Bacelar, it is crucial that the transition considers a sovereign industrial and energy policy, primarily directed toward Global South countries. He highlights the search for innovative solutions to enable the financing of this just transition. One of the major proposals is the creation of sovereign funds, which would be financed by industrial sectors that significantly contribute to GDP. The oil and natural gas sector, which represents about 10% of Brazil’s industrial GDP, for example, needs to be engaged in this transition effort, alongside sectors responsible for the highest greenhouse gas emissions.
Role of Petrobrás in the Just Energy Transition
Petrobrás, recognized as the largest Brazilian company, is urged to lead the energy transition process, with a significant increase in investment in renewable energy. Bacelar regrets that, in the third quarter of the current year, investments in decarbonization and in new low-carbon technologies were insufficient, according to the financial and operational results released the previous week. This panel is part of the program of self-managed activities and was one of those selected among 852 submissions from over 2,100 organizations from 90 countries, all submitted for the G20 Social Summit.
The event aims to promote engagement against energy poverty and in favor of food security, thus addressing the adverse effects of the climate crisis, especially in territories and vulnerable populations. Promoting the agenda of Just Energy Transition in the Global South is one of the central goals. For the first time, parallel activities to the summit of major world economic leaders will be held, aimed at amplifying voices and gathering proposals from diverse populations, focusing on central themes in the global scenario, such as eradicating hunger, reducing inequalities, climate change, and just energy transition.
Proposals for a Sovereign Industrial and Energy Policy
This innovative event was conceived by President Lula and proposed at the moment Brazil took over the G20 presidency. The proposals were submitted to the Brazil Participative platform by FUP, in collaboration with other entities such as the Workers’ and Peasants’ Platform for Water and Energy (POCAE), the Unified Workers’ Central (CUT), the Workers’ Central of Brazil (CTB), among others. The list includes several union and social movement organizations, such as the Landless Workers’ Movement (MST), the Homeless Workers’ Movement (MTST), the Movement of People Affected by Dams (MAB), among others, all committed to contributing to a just energy transition.
