The Railway Shutdown Interrupts the Start of Planned Operations and Impacts Sectors That Depend on the Logistical Reduction Promised by Transnordestina.
The delay in the operation of the Transnordestina Railway, decided after the absence of the Operating License (LO) from Ibama, is already causing immediate effects on the economy of Ceará, especially since the inaugural trip scheduled for October 24, 2025 was blocked one day before the official start. The interruption prevents the transport of essential cargo, which, therefore, directly affects supply chains that were expecting immediate logistical reduction.
Production Sectors Report Decline and Focus Criticism
According to Amílcar Silveira, president of Faec, the most visible impact falls on Ceará’s livestock, as the sector depends on grains shipped mainly from Piauí to feed herds of pigs, cattle, and poultry.
Losses may reach 15%, thereby raising costs and reducing competitiveness.
He states that rail transport would reduce the final value of the grains by between 12% and 15%, which reinforces the frustration with the delay.
Silveira classifies the hindrance as “unacceptable”, emphasizing that the railway was built and, therefore, should be operational at least in commissioning.
Test Operation Authorized, but Hindered by License Shortage
On October 9, 2025, ANTT authorized the operation of the railway in commissioning mode, allowing tests along 679 km between São Miguel do Fidalgo (PI) and Acopiara (CE), passing through Pernambuco.
This stage would allow the transport of up to 1 million tons per year, including grains, cotton, ores, gypsum, gipsite, and containers.
However, Ibama did not grant the Operating License, completely preventing the start of the tests.
Additionally, the stretch of 600 km between Bela Vista do Piauí and Iguatu, scheduled for activation on the same date, was also halted.

Despite the criticism from the productive sector, the economist Gildemir Silva from the Federal University of Ceará states that the economic impact may be minimal, as the start of operations often has a reduced flow, and therefore, the damage will depend directly on the duration of the restriction.
He adds that, even with just the commissioning, there would already be a logistical reduction, especially with the use of intermodal terminals, such as the one in Quixeramobim, currently under construction.
Pending Documents Prevent Environmental Approval
Ibama confirmed that essential information is still missing to complete the environmental analysis, preventing any temporary release.
According to the agency, the concessionaire Transnordestina Logística S.A. (TLSA) still needs to submit:
- Review of the Risk Management Program (PGR)
- Review of the Emergency Action Plan (PAE)
- Basic Environmental Program for Quilombola (PBA-Q)
- Proof of compliance with the conditions of the Installation License (LI)
The institute stated that it will prioritize the analysis as soon as all documentation is submitted, ensuring transparency and speed in the evaluation.
Concessionaire Promises Deliveries, but Does Not Clarify Losses
TLSA reported that it is providing all required documents and that it would file everything within the same week, maintaining only this official position.
However, the company did not detail any financial effects resulting from the delay that has already exceeded almost a month since the scheduled start date for operations.
Expectations and Pressures Intensify in the Productive Sector
While the documentation remains pending, the productive sector of Ceará pressures for release, as Transnordestina is seen as strategic for reducing costs, increasing competitiveness, and fostering poultry farming in the Central Sertão, especially in Quixadá.
The uncertainty persists and, therefore, heightens regional expectations: how long will Ceará withstand the effects of the delay before the impacts become more profound?
