A Wind Turbine from the São Clemente Wind Complex Collapsed in Pernambuco After the Resumption of Operations Without an Environmental License. Thus, the Incident Rekindles the Debate on Safety, Environmental Impacts, and Court Decisions Favoring Companies in the Wind Sector.
On the night of March 12, 2025, a wind turbine from the São Clemente Wind Farm, located in Caetés, Pernambuco, collapsed around 10 PM. The company Echoenergia, which manages the park, had resumed operations on February 19, 2025, without an environmental license. However, this resumption occurred due to a favorable court decision.
The collapse of the wind tower frightened local residents. Furthermore, according to the Marco Zero website, José Salgado da Silva Sobrinho, a 42-year-old farmer, reported hearing a “very loud bang” and soon noticed the impacts in the surrounding area.
According to him, this was not the first accident at the site. In December 2021, another structure crumbled, which already raised concerns about the safety of the wind farm.

Brazil has filled the Northeast with wind turbines, but now it faces the side effect of 705 giant blades reaching the end of their useful life by 2032 just in Rio Grande do Norte, while the world projects 43 million tons of waste by 2050.
As a consequence of this new accident, the fall of the wind turbine intensified discussions about the impacts of wind energy on rural communities. On February 2, 2025, the State Environment Agency (CPRH) decided to not renew the environmental licensing of the São Clemente Wind Complex.
This occurred because the environmental agency responded to the complaints from farmers and the Kapinawá indigenous community, who demanded greater distance between the wind turbines and the residences in the area.
However, despite this decision, according to the Marco Zero website, the company Echoenergia obtained a preliminary injunction from the Court of Justice of Pernambuco (TJPE) on February 7, 2025. Judge Antenor Cardoso Soares Júnior authorized the continuation of operations.
According to him, the shutdown of the wind farm could generate daily losses of R$ 600 thousand and jeopardize financing contracts worth R$ 500 million.
Investigation and Measures Taken by the Company
After the incident, Echoenergia initiated an investigation to identify the causes of the tower’s collapse. In addition, the manufacturer GE, responsible for the maintenance of the wind turbines, is also involved in the process.
To ensure safety, the company isolated the area and announced it would take preventive measures.
In addition to the structural risk, nearby residents of the São Clemente Wind Complex report environmental and social impacts caused by the wind farm.
Many face health problems, such as insomnia, anxiety, depression, and hearing loss, primarily due to the constant noise from the turbines.
Additionally, the animals raised in the area display abnormal behaviors and decreased production.
Wind Energy in Brazil: Benefits and Challenges
Since 2015, Brazil has significantly expanded its wind energy generation capacity.
However, according to the Marco Zero website, experts warn that many projects are implemented without adequately considering their environmental and social impacts.
Finally, the collapse of the wind turbine from the São Clemente Wind Complex raises questions about the oversight and environmental licensing of wind farms in Brazil.
With new complaints and ongoing investigations, the case may influence future court decisions regarding the regulation of the sector.
Thus, this accident reinforces the importance of a balanced debate between the advancement of renewable energies and the protection of populations that live daily with the impacts of these enterprises.
