Airport and the Promise of a Sleeping Giant
The Andaraguá Airport and Business Complex, in Praia Grande, emerged as one of Brazil’s largest infrastructure projects, planned to boost the economy of Baixada Santista.

Bureaucracies and Legal Turnarounds
The area reserved for the airport complex, located on the border between Praia Grande and São Vicente, is vast: 12 million square meters.
Interestingly, only 19% would be allocated for airport and industrial infrastructure construction, while the other 81% would become a Private Natural Heritage Reserve (RPPN).
This setup aimed to balance development and environmental preservation, a promise that seemed hopeful.
In 2014, Cetesb granted a preliminary environmental license, paving the way for construction.
The plan included a runway larger than Santos Dumont’s and 847 thousand square meters for industrial warehouses inspired by Export Processing Zones (EPZs).
However, six years later, in 2020, the same Cetesb revoked this license, citing a failure to meet technical requirements, despite the initial decision being attributed to the São Paulo Court of Justice.
According to the Diário do Litoral, these shifts in discourse raise eyebrows and raise questions about the handling of the case by environmental authorities.
Businessman Urges Action from the State Government
André Ursini, representative of Icipar Empreendimentos, the company responsible for the project, emphasized in interviews the complexity of the situation.
He pointed out that even after a favorable ruling from the Court of Justice in October 2021, the situation remains stagnant.
According to him, direct action from Governor Tarcísio de Freitas could unlock the project.
“I have already spoken with the governor and believe he can gather everyone involved to solve the issue. The risk of invasion of the area and the waste of this space are serious concerns,” Ursini declared.
Cetesb, for its part, appealed to the Court of Justice seeking clarifications regarding contradictions in previous rulings. In 2021, the agency received a decision that should have unlocked the project, but nothing has changed since then.
Economic Impact: From Dream to Deferred Reality
The economic potential of Andaraguá Airport is undeniable.
The estimated creation of 58 thousand jobs, both direct and indirect, represents a turning point for a region still in need of infrastructure investment.
Furthermore, the construction of industrial warehouses would have the power to attract companies, strengthen production chains, and stimulate large-scale economic development.
Ursini revealed that the project’s first phase was ready to begin. It would encompass 247 thousand square meters of industrial warehouses, with a two-year completion timeline.
The subsequent phase, which would include the airport, would be executed afterward, amplifying the positive impacts.
Why Has the Project Still Not Taken Off?
The reasons for the halt include environmental and bureaucratic issues, but time is working against the project.
The businessman fears that the prolongation of the situation will lead to irreparable damages, such as land deterioration and loss of investor interest.
As pointed out by the Diário do Litoral, the uncertainty brings not only economic but also social issues, heightening frustration among local residents and entrepreneurs.
Uncertain Future: What to Expect?
Despite the challenges, there is hope that a solution will be found. The involvement of political leaders, combined with pressure from businesspeople, may be the decisive factor in reversing the situation.
