ANP Approves Geoeconomic Studies for New Blocks in the Pre-Salt of the Campos Basin

ANP Approves Geoeconomic Studies for Three Blocks in the Pre-Salt of the Campos Basin. Areas Have High Potential and Await Final Approval for Future Auctions.

On last Wednesday, 24, the National Agency of Petroleum, Natural Gas and Biofuels (ANP) approved the geoeconomic studies for three blocks located in the pre-salt of the Campos Basin: Calcite, Dolomite, and Azurite. The areas total approximately 6,200 km² and have been classified as having high exploratory potential, with favorable technical and economic conditions for the development of large energy projects.

Blocks in the Pre-Salt Still Await Final Authorization

This measure is part of the Calcite Project, which is included in the Strategic Calendar of Geological and Economic Evaluations of the Pre-Salt Polygon, launched at the end of 2023.

With this approval, the ANP has achieved 68% analysis of the effective sedimentary area of the polygon, the highest percentage since the implementation of the production sharing regime.

Despite the technical approval by the ANP, the blocks in the pre-salt are still not authorized for inclusion in public offerings.

To move forward, it will be necessary to obtain a Joint Manifestation from the Ministry of Mines and Energy (MME) and the Ministry of Environment and Climate Change (MMA), as well as the approval of the National Energy Policy Council (CNPE).

Therefore, these areas will not be part of the 3rd Cycle of the Permanent Offering of Production Sharing (OPP), whose auction is scheduled for October.

The expectation is that, after fulfilling the legal requirements, the areas will become part of future offering cycles.

ANP Studies Strengthen Attractiveness of the Pre-Salt

The approved blocks are part of one of the most promising regions in Brazil in terms of oil and gas production.

According to ANP studies, the exploratory potential of the area is high, both due to the quality of the reserves and the favorable conditions for economic viability.

The agency’s objective in conducting preliminary studies is to reduce uncertainties for investors, strengthening the business environment and attracting more competition in the auctions.

The initiative also helps improve the utilization of areas with higher energy and financial returns.

New Terrestrial Block Proposed in the Amazon Basin

In addition to the studies in the pre-salt, the ANP Board also approved the proposal to include a new terrestrial block in the Amazon Basin in the list of the Permanent Offering of Concession (OPC). The area is approximately 275 km² and was selected based on technical and socio-environmental criteria.

For the block to be officially included in the OPC notice, it will be necessary to fulfill several steps, such as environmental analysis, a new Joint Manifestation from the MME and MMA, and the holding of a public hearing. Only after this process can the block be offered to interested companies.

With the completion of another phase of the Calcite Project, the ANP advances in its mission to map strategic areas of the pre-salt, promoting greater regulatory transparency and contributing to the safe and sustainable expansion of oil production in Brazil.

According to the agency, “the technical and economic conditions of the region are conducive to the development of large-scale projects,” reinforcing the role of the pre-salt as the engine of the national energy sector.
