ANP Completes Distribution of May Production Royalties, Benefiting 972 Municipalities and 11 States with Millions in Resources.
The National Agency of Petroleum, Natural Gas and Biofuels (ANP) completed on Tuesday (07/23) all operational stages to distribute the royalties related to May 2025 production. The total amount exceeded R$ 1.7 billion and was directly transferred to 11 states and 972 municipalities across the country. The action occurred according to the legal norms that regulate concession and onerous assignment contracts.
Municipalities Receive Larger Share of Total Distributed
The transfers made by ANP aim to compensate federative entities for exploration and production activities of oil and natural gas in their territories or in adjacent maritime areas. The agency is responsible for calculating, verifying, and distributing the amounts as determined by legislation.
Of the total amount transferred, municipalities received the largest share: R$ 941,876,921.37. States received R$ 765,947,056.11.

The distribution of May production royalties respects the criteria set forth in Law No. 7,990/1989, Decree No. 1/1991, and Law No. 9,478/1997, which determine the percentage ranges to be allocated to each beneficiary entity.
In addition to states and municipalities, part of the royalties was also allocated to the Union and the Special Fund, according to the legal provisions in force.

Royalties from Sharing Still Awaiting Operational Conclusion
While the distribution of concession and onerous assignment contracts has been finalized, the royalties related to May production from production sharing contracts are still in the processing phase.
ANP informed that the amounts will be released to the respective beneficiaries as soon as all operational stages are completed.
The complexity of the sharing process requires additional care, which justifies the different timeframe compared to other contractual regimes.
The agency emphasized its commitment to ensuring that resources reach the intended recipients promptly, even without a fixed date established by legislation for these payments.
Transparency and Access to Royalty Data
ANP maintains a commitment to transparency in the use and allocation of public resources. All amounts distributed monthly can be consulted on the agency’s portal, including historical transfer data.
Banking information—such as deposits made and names of beneficiaries—is available on the Banco do Brasil website. To access them, simply select the fund “ANP – ANP ROYALTIES”.
