✔️ The measure aims to increase transparency and ensure that the hiring of new civil servants is compatible with the country’s financial situation.
✔️ The government will be able to better assess the costs involved in the competitions and avoid excessive spending.
✔️ The implementation of competitions must be justified with concrete improvements in the services provided to the population.
Alignment with the Annual Budget
Now, public agencies will need to submit their competition requests by May 31 of each year, so that the vacancies are included in the budget for the following year.
This ensures a more efficient planning, avoiding hiring that compromises fiscal management.
Agencies that do not submit the request within the deadline may miss new hires in the following year.
Facilitation in Hiring Substitute Teachers
An important change was the relaxation of the hiring of substitute teachers in federal educational institutions.
Now, prior authorization from the MGI is no longer necessary, as long as the faculty limit of the institution is respected.
This measure was created to streamline emergency hiring, such as replacements due to leaves or retirements.
100% Digital Requests
All competition requests must now be made electronically through the Electronic Information System (SEI), on the Sipec portal.
✅ This reduces bureaucracy, speeds up analysis, and improves process control.
✅ Agencies must submit all mandatory documents, such as forms and supplementary spreadsheets, to avoid delays.
More Transparency and Control
The government wants to ensure that competitions are conducted with more objective criteria aligned with the real needs of public administration.
The requirement for detailed spreadsheets and well-defined deadlines will help maintain greater control over public spending.
The new system will allow control bodies and society to better monitor competitions, increasing oversight.
