Resources from the New Development Bank Will Be Allocated to Projects of the New PAC for Transportation and Logistics in Three Major Regions of the Country.
The Federal Government has strengthened its partnership with the New Development Bank (NDB), known as the BRICS Bank. A meeting in Shanghai discussed funding of US$ 500 million, or R$ 2.7 billion. The funds aim to boost infrastructure projects of the New PAC. The meeting was attended by Minister Waldez Góes and the bank’s president, Dilma Rousseff.
Meeting in Shanghai Strengthens Cooperation for Regional Development
The Minister of Integration and Regional Development, Waldez Góes, met with Dilma Rousseff, president of the BRICS Bank. The meeting took place this Thursday (14) in Shanghai, China. The goal was to agree on new lines of funding.
During the meeting, a portfolio of projects was presented. They will be funded by the billion-dollar loan. Waldez Góes stated that the partnership is solid and will bring concrete impact. “We believe that these projects address structural challenges,” declared the minister. He also reinforced the willingness for technical dialogue.

Projects Prioritize Logistics, Transportation, and Energy Transition
The president of the BRICS Bank, Dilma Rousseff, emphasized the priority of certain themes. Projects related to the plan for ecological transformation and energy transition are the focus. The goal is to bring infrastructure to the Northern, Northeastern, and Central-Western regions.
“We are fundamentally discussing how to bring logistical infrastructure, ports, terminals, and highways,” Dilma stated. She highlighted the importance of a just energy transition. This includes the use of biofuels and the development of smart cities.
Resources from the New PAC and the Selection of Strategic Initiatives
The project portfolio was carefully prepared. Eduardo Tavares, National Secretary of Funds and Financial Instruments, explained the process. There was a joint mapping with the Special Secretariat of the Growth Acceleration Program (PAC), in partnership with the Civil House.
Initiatives focused on logistics, transportation, and sustainability were identified, with a special focus on the Amazônia. Among the projects are road concessions and railway terminals, such as those of Transnordestina, Fico, and Fiol. Waterways and ports are also part of the list.
Fundraising and Alignment with the Agenda of the COP 30
This funding with the BRICS Bank is part of a larger strategy. The National Secretariat of Funds and Financial Instruments is already negotiating a total of US$ 1.833 billion. The fundraising involves four other multilateral organizations.
According to Secretary Eduardo Tavares, the goal is to accelerate the selection of projects. The expectation is that new lines of funding will be announced in the second half of 2025. The timeline is aligned with the agenda of the COP 30, which will take place in Brazil. The initiative also strengthens bilateral relations with China.
