Mega project on Rodovia da Uva plans concrete duplication, changes in access to Contorno Norte, four viaducts, and new traffic organization between Curitiba and Colombo, in an intervention that still depends on administrative steps before the effective start of services.
The Paraná Department of Highways published on Friday (19) the result of the bidding to duplicate in concrete the PR-417, known as Rodovia da Uva, in the stretch between Curitiba and Colombo, in the Metropolitan Region of Curitiba.
With a proposal of R$ 200.4 million, the Ivaí-Setep Consortium was declared the winner of the dispute and may take on the preparation of the executive project and the execution of the works after the still pending administrative steps.
The intervention covers 4.52 kilometers of the highway, from the junction with Theodoro Makiolka Street, in Curitiba, to the connection with the Contorno Norte de Curitiba, on PR-418, in Colombo.

Within this package, four viaducts, a new roundabout, pedestrian overpass, marginal roads, and expansion of the bridge over the Atuba River are planned, in addition to the restoration of the current track with rigid pavement.
Although the result represents progress in the process, the start of the work still depends on the appeal phase, the analysis of any questions, the approval, the signing of the contract, and the issuance of the service order.
New roundabout on PR-417 changes connection with Contorno Norte
At the end of the stretch planned for duplication, the main change will be the implementation of a new roundabout at the junction of Rodovia da Uva with the Contorno Norte de Curitiba.
The structure was planned to organize the flow of vehicles accessing PR-418 and, at the same time, integrate the future duplicated track with the existing road system in Colombo.
Right at the beginning of the intervention, the crossing with Theodoro Makiolka Street will cease to function in the current format and will be replaced by an underpass type viaduct.
This solution separates movements that currently meet at the same point, reduces direct interferences between the highway and the local road, and improves operation in a high-traffic urban stretch.
In addition to this structure, the project foresees three other viaducts distributed along PR-417, with solutions aimed at both through traffic and access to nearby neighborhoods.
One of them will be at the height of Lauro Dromlewicz Street; another will replace the existing roundabout providing access to Odonis Bighi Street; and the third will be implemented near Francisco Manika Street.
To accommodate the new configuration of the highway, the bridge over the Atuba River will also be widened, allowing for the additional lanes and road reorganization planned in the project.
Near Mathias Valesco Street, a pedestrian walkway was included in the package, focusing on safer crossings in an area marked by urban circulation and local access.
Whitetopping will be applied over the current lane
On the existing lane of the Uva Highway, the recovery will be done with a new layer of rigid concrete pavement, a technique known as whitetopping.
Instead of just restoring the asphalt, the method creates a rigid layer over the already implemented structure, while the new lane of the duplication will also be constructed in concrete.
The choice of rigid pavement changes the execution standard of the work and follows the proposal to create a more resistant corridor in a connection used by light vehicles and also by trucks.
Along the stretch, the highway will have points with two and three lanes per direction, accompanied by marginal roads in strategic areas to separate local movements from the main traffic.
These marginal roads, planned with asphalt pavement, will function to organize access to streets, properties, and surrounding neighborhoods without concentrating all movements directly on the main lanes of PR-417.
The project also includes horizontal and vertical signage, New Jersey-type concrete barriers, metal guardrails, and lighting on the highway, marginal roads, returns, and roundabouts.
Added to the package are drainage improvements, adjustments to the Atuba River bed, implementation of sidewalks, accessibility resources, bus shelters, and vegetation planting along the intervention area.
Consortium Ivaí-Setep won the R$ 200.4 million bid
The winning proposal was presented by the consortium formed by Ivaí Engenharia de Obras S.A. and Setep Construções S.A., which participated in the bid for the duplication of PR-417.
After analyzing the qualification documentation and the negotiated proposal, the contracting committee accepted the amount of R$ 200,400,000.00 for the set of planned services.
Under the adopted model, the contract will be semi-integrated, a modality in which the winner is responsible for developing the executive engineering project and subsequently executing the work.
The total period informed for the intervention is 630 days, equivalent to 21 months, but the count only starts after the necessary formal steps to authorize the services.
In the bidding phase, DER-PR indicated that this period would be divided into 90 days for the preparation of the executive project and 540 days allocated for the execution of the duplication.
Before any field activity, the conclusion of the appeal phase, the final administrative decision, the approval of the result, the signing of the contract, and the issuance of the service order still need to occur.
Bidding was resumed after judicial decision
The contracting process had been halted in December 2025 due to a public civil action, but it resumed after a judicial decision favorable to DER-PR.
According to the agency, the questions were about environmental licensing and the need for a Neighborhood Impact Study for the planned duplication between Curitiba and Colombo.
In the statement presented in the process, DER-PR informed that the work will have new environmental licensing, as provided in the bidding document, and that the EIV would not be required according to the current municipal legislation.
The judicial decision allowed the resumption of the bidding, but maintained the restriction for the execution of services without the necessary environmental licensing, a condition that remains relevant before the physical advancement of the work.
With this stage unlocked, the duplication of the Rodovia da Uva returned to the State’s administrative calendar, within a project aimed at connecting Colombo, Curitiba, and other metropolitan municipalities.
During the publication of the bidding document, in October 2025, the state secretary of Infrastructure and Logistics, Sandro Alex, stated that the stage would complete the duplication of the highway and enhance safety and regional development.
Until the service order is issued, the work remains in the administrative phase, with a period of 630 days planned only to guide the execution after the formal authorization to start the work.
