Chamber Delays Vote on MP for Energy Discounts; Analysis Will Be Close to End of Validity, Benefiting Families and the Economy.

The Chamber of Deputies postponed the vote on the MP that expands discounts on electricity bills for low-income families. The president of the House, Hugo Motta (Republicans-PB), informed party leaders of the decision on Wednesday.

With the postponement, the Chamber will analyze the measure only next week, close to the final validity deadline. Even if approved by the deputies, the MP will need to go through the Senate before coming into effect.

The government is pushing for quick approval, considering the measure a priority for the economy and strategic for President Luiz Inácio Lula da Silva’s re-election campaign. The MP has already passed through the joint committee and is now awaiting the Chamber’s review.

Electric Sector MP Aims to Reduce Energy Bills and Benefit Millions

The text of the MP focuses on the social energy tariff, offering discounts for low-income families. According to the rapporteur, Deputy Fernando Coelho Filho (Union-PE), the measure is expected to reach about 60 million Brazilians.

The rapporteur should make some text adjustments. Remove some points that were left out of the agreement and can present the text again without those. The agreement made with the Senate is that it would only include the tariff and an issue from the North regarding tariff moderation,” explained Hugo Motta.

Initially, the scope of the MP was broader, including cuts in energy production, market opening, and structural adjustments in the sector. However, these topics were removed to prioritize the approval of the social tariff, which directly affects the economic situation of families.

How the Measure Benefits Consumers and the Energy Generation Sector

The MP offers full discounts on electricity bills for low-income families consuming up to 80 kWh per month and provides partial discounts for those earning between half and one minimum wage, who consume up to 120 kWh.

Additionally, the measure includes free consumers in the production base of the Angra 1 and 2 plants and adjusts the discount period for irrigation and aquaculture, optimizing energy use.

These actions directly impact energy generation and reduce electricity costs for families and small farmers.

Tight Deadline Increases Pressure on the Chamber

The MP was published in May and needs to be voted on by September 17 to remain valid. With the postponed vote, the analysis will likely take place on the last day, increasing pressure on the deputies.

In light of this, the government seeks to expedite approval to prevent the measure from losing effect, which could delay financial benefits and harm the economy of millions of consumers.

Thus, the expectation is that the Chamber will resume the debate as early as next Tuesday, ensuring that the MP is sent to the Senate on time and can generate immediate positive impact.

Next Steps for the MP in Congress

After passing through the Chamber, the MP will proceed to a vote in the Senate. Only with the approval of both houses can the discounts begin to take effect.

The measure will provide immediate relief on electricity bills and strengthen energy generation policy in a more inclusive way.

Meanwhile, rapporteur Fernando Coelho Filho is working on the final adjustments to the text. He assures that the vote will occur within the legal timeframe.

Furthermore, the rapporteur preserves the main points of the social tariff. Thus, if approved, the MP will become an effective tool for reducing electricity costs. It will also benefit low-income families and have positive effects on the country’s economy.
