The Labor Commission of the Chamber of Deputies approved Bill 1566/25, which establishes a set of measures aimed at the inclusion, retention, and professional advancement of women over 50 in the labor market. The information was released by the Chamber of Deputies, which highlighted the urgent need to address ageism and wage inequality that are still so prevalent in this segment of the population.
Measures Prioritize Combating Discrimination And Expanding Opportunities
According to the approved text, the central objective is to ensure that these professionals have access to opportunities that match their experience and to continuous qualification programs. To this end, the project stipulates that the National Learning Services develop exclusive initiatives aimed at women over 50, expanding technical training and increasing chances of reemployment.
According to the rapporteur, Deputy Flávia Morais (PDT-GO), the proposal represents an essential step to update public policies to the new demographic dynamics of the country. She stated that there are still significant structural challenges that prevent many mature women from remaining employed even with high qualifications.

Ageism, Lower Salaries, And Lack Of Job Openings Continue As Obstacles
As the project’s author, Deputy Laura Carneiro (PSD-RJ), recalled, the current scenario shows that ageism, combined with wage inequality and the absence of suitable job openings, drastically reduces the chances of these workers remaining in the market. Therefore, the text establishes mechanisms that encourage employers to adopt good practices and promote more inclusive environments.
According to the Chamber, the project modifies important legislations, such as the Employment + Women Program, the National Employment System (Sine), and the National Access to Technical Education and Employment Program (Pronatec), creating more specific guidelines to meet this age group.
Next Steps To Become Law
The proposal is being processed conclusively and will still be analyzed by the Finance and Taxation Commission and the Constitution, Justice and Citizenship Commission (CCJ). After that, if approved, it will be forwarded to the Federal Senate. Only after passing through all the stages can it be sanctioned and come into force definitively.
The expectation, according to lawmakers, is that the complete approval of the proposal will help transform the labor market into a fairer environment, valuing the experience of women who still face difficulties in returning to or remaining in their professional activities.
