The Coordination for the Improvement of Higher Education Personnel (CAPES) has opened 600 spots for the Professional Master’s Degree in Public Administration (PROFIAP), with entry scheduled for the first semester of 2026.
Recognized by CAPES and MEC as a stricto sensu course in the area of Administration, the program is offered nationally by federal universities and is aimed at public sector professionals interested in qualification in public management, social policies, and administrative efficiency.

PROFIAP operates as a national master’s degree in a network, coordinated by the National Association of Directors of Federal Higher Education Institutions (Andifes), with classes distributed across all regions of the country.
Although the entrance exam is unified, enrollment and the offering of courses occur at each participating university, which organizes its own class, calendar, and schedules, adhering to the general guidelines of the program.
The course is classified as a professional stricto sensu postgraduate course, has no tuition fee, and is primarily aimed at public servants, managers, and other professionals who work or intend to work in public administration.
The proposal is to develop competencies in management, planning, evaluation of public policies, and improvement of institutional productivity, focusing on the practical application of research results in the daily operations of the agencies and institutions where students work.
Training in Public Management and Social Policies
PROFIAP has a single concentration area in Public Administration, structured into two central lines of action: Public Policies and Public Administration and Organizations.
In the Public Policies line, projects typically address the formulation, implementation, and evaluation of sectoral policies in fields such as health, education, public safety, social assistance, housing, employment, and income.
The Public Administration and Organizations line focuses on research related to the management of public institutions, improvement of processes, governance models, control, transparency, use of performance indicators, and strategies to enhance administrative efficiency.
In this area, it is common for the works to result in applied products, such as manuals, protocols, monitoring systems, or proposals for organizational restructuring.
The curricular structure includes at least 480 hours of academic activities, equivalent to 32 credits, distributed among required and elective courses, in addition to the preparation of the final course project.
In general, the master’s degree takes about 24 months to complete, during which the student takes the courses, develops the applied project, and presents the dissertation or technical product related to the reality of public management.
Who Can Compete for the 600 Spots
The 600 spots available for the 2026.1 cohort are offered nationally through the National Access Exam (ENA), which uses the score from the ANPAD Test as the classification criterion.
The announcement categorizes the spots into different categories, such as employees of federal institutions associated with PROFIAP, employees of non-associated federal educational institutions, and candidates from the general competition, in addition to reserves for affirmative action.
Professionals with a degree recognized by MEC, including those from the private sector, may apply, provided they meet the conditions of the national announcement and the requirements defined by each associated institution.
In many cases, federal, state, and municipal public servants have priority in certain categories of spots, given the program’s focus on supporting the modernization of public administration.
Selection Based on ANPAD Test Score
The selection process for PROFIAP 2026.1 is entirely based on the score obtained in the ANPAD Test, a standardized exam applied nationally.
Scores from specific editions held between November 2023 and November 2025 are accepted.
The candidate does not need to submit the certificate, as the ENA committee accesses the information directly from ANPAD.
According to the announcement, only those who have a minimum overall score of 250 points can be classified.
If the candidate has participated in more than one valid edition, the highest recorded score will be automatically considered.
With this score, ENA generates a national ranking by associated institution and spot category.
Then, each university publishes its list of approved candidates and carries out the enrollment steps.
Classes on Saturdays and Adaptation for Working Individuals
PROFIAP is offered in a blended model, combining in-person meetings with distance activities.
Various local announcements provide for classes in concentrated blocks, usually on Fridays and Saturdays, to facilitate participation for working professionals.
In other institutions, the schedule may include weekdays, evening hours, or other formats defined by the academic team.
The distance component complements the course with readings, applied research activities, and production of reports connected to the student’s professional reality.
Registrations, Deadlines, and Final Guidelines
Registrations for ENA 2026.1 are open from October 20, 2025, to December 10, 2025, exclusively through the electronic system linked to the official PROFIAP website. The registration fee is R$ 200, payable by bank slip within three days after issuance.
Candidates registered with CadÚnico or members of low-income families can request a waiver between November 24 and 28, 2025, according to the rules set forth in the announcement.
To participate, interested individuals must have taken or be registered in a valid edition of the ANPAD Test, fully read the ENA announcement, and select the associated institution they wish to compete for.
