The free driver’s license (CNH) is part of social programs such as the social driver’s license (CNH social), which are not federal government initiatives, although some states have included the benefit in their budget plans.

To qualify for the free CNH, candidates must register (when registrations are open) for the program selection. Registrations open during specific periods of the year and are conducted online.
