Ceará Signs Pre-Contract with Voltalia, French Energy Company Focused on Green Hydrogen Project. The Initiative Promises to Create Around 5 Thousand New Jobs.

Governor Elmano de Freitas (PT) announced on Tuesday (5) that a pre-contract has been signed with the French multinational Voltalia, consolidating the production of ammonia and green hydrogen at the Pecém Industrial and Port Complex, located in the Fortaleza Metropolitan Region – Ceará. The head of the state executive claims that the partnership could generate around 5 thousand jobs just in the implementation phase.

Voltalia Will Invest US$ 3 Billion in Ceará

The state of Ceará is becoming a reference in renewable energy potential, especially with Green Hydrogen, from the creation of the Green Hydrogen Hub in Ceará. The partnership with Voltalia, a French company, aims to consolidate the sector and will have a total capacity of 2 GW of installed power, with the investment estimated at US$ 3 billion, generating thousands of jobs. The governor celebrated the partnership, which he justified by the investment in infrastructure, as well as the logistics planned by the government to attract new companies.

According to Elmano, he has been working hard to enable the infrastructure and logistics to attract these companies to the Pecém Port. Each memorandum solidifies as a signed pre-contract and confirms that his project to further strengthen the renewable energy sector is on the right track.

Established in Brazil since 2006, Voltalia do Brasil is a subsidiary of the French group Voltalia, which has a presence in 20 countries and is dedicated to the development of projects and the production of electricity from renewable sources. Currently, Voltalia do Brasil operates more than 1,500 MW of wind and solar parks, primarily concentrated in the Northeast of the country.

Ceará Could Generate Over 5 Thousand New Jobs with the Arrival of the Green Hydrogen Market

In addition to Voltalia, Ceará has already signed five pre-contracts that promise to generate thousands of jobs with AES, Casa dos Ventos, Cactus Energia, Fortescue, another company that requested confidentiality, and 36 Memoranda of Understanding (MoU) with other companies in the sector.

For Hugo Figueirêdo, president of the Pecém Complex, the company is very happy to announce another pre-contract for the green hydrogen hub. Each memorandum that turns into a pre-contract is a confirmation that their project is robust and has significant potential. The company will continue to work to ensure more pre-contracts are finalized during this year of 2024.

According to the president of ZPE Ceará, Hélio Winston Leitão, the signing of another pre-contract, such as this one with Voltalia, is essential for strengthening the market in the state. According to Leitão, the biggest challenge is to actualize these major investments and strengthen Ceará as a reference in the green hydrogen market.

With the pre-contract, Voltalia guarantees a reserved area in Sector 2 of the ZPE and can proceed with the next steps to obtain the respective necessary licenses for the effective implementation of the project.

Brazilian Green Hydrogen Market Grows Steadily

The Brazil has over 40 projects for the production of green hydrogen, known as H2V, seeking certification to qualify for export to the European Union and other countries. The negotiations are conducted through the Electric Energy Trading Chamber (CCEE), which coordinates, on behalf of Brazil, a group of 11 countries defining the certification rules.

CCEE, a private institution in the energy market, also partners with the World Bank, which analyzes global certification issues, environmental and social impacts to participate, with financing, in projects in the area. Most Brazilian initiatives are located in Ceará, near the port of Pecém.
