The Government of Ceará Opened More Than Five Thousand Free Vacancies for Issuing Driver’s Licenses, Including Opportunities for Illiterate People and Women with Protective Measures, with Registrations Already Available on the Detran-CE Website.
The Government of Ceará has opened registrations for 5,300 completely free driver’s licenses, aimed at illiterate individuals and women who are victims of domestic violence with recent protective measures.
The vacancies are part of the first edition of the ABCDetran Program, which offers 4,800 licenses for those who cannot read or write, and a new branch of CNH Popular aimed exclusively at women with protective measures granted in the last 12 months, with registration done online through the Detran-CE website.
In total, there are 4,800 opportunities in categories B, for cars, and A, for motorcycles, with the additional advantage of providing helmets to those who choose a motorcycle.

According to Governor Elmano de Freitas, the initiative aims to expand access to driver’s licenses for groups facing barriers in the licensing process.
“Today we are announcing two very deserving groups for this popular license,” he stated, highlighting that the initiative combines social inclusion, road safety, and income generation.
In addition to the ABCDetran vacancies, the government reserved 550 free licenses for women who are victims of domestic violence and have protective measures granted in the last 12 months.
The benefit includes all stages of the licensing process, from theoretical training to the practical exam, without any fees.
ABCDetran Program and Inclusion of Illiterate People
The ABCDetran was designed for illiterate candidates who face obstacles in the traditional model of obtaining a National Driver’s License.
The proposal combines traffic training with literacy content, creating a pedagogical path for these candidates to take the theoretical exam with greater confidence.
According to the Government of Ceará, the program provides for 81 hours of training, offered digitally, with monitoring by instructors.
In this stage, participants receive guidance on circulation rules, signaling, and safe behavior behind the wheel, along with activities aimed at reinforcing reading and interpreting symbols.
During the testing phase of the methodology, Detran-CE recorded an approval rate of approximately seven out of ten participants.
Elmano de Freitas stated that “a special methodology was created that increases the chances of approval,” emphasizing that the goal is to ensure adequate conditions for taking the exams.
The ABCDetran vacancies have been distributed among 29 selected municipalities in Ceará based on illiteracy indicators and the absolute number of illiterate people.
Fortaleza is among the cities included, alongside municipalities such as Juazeiro do Norte, Iguatu, Caucaia, Aracati, Sobral, and Tauá.
Free Driver’s License for Women with Protective Measures
The second branch of the initiative serves women who are victims of domestic and family violence.
There are 550 vacancies for those with protective measures granted in the last 12 months and who are registered in CadÚnico.
The proposal uses the acquisition of a free driver’s license as a tool to enhance mobility and professional opportunities, according to the state government.
Upon announcing the program, the governor stated that obtaining the license can help improve conditions for economic autonomy and entry into the job market.
“Today, we are announcing two very deserving groups for this popular license,” said the governor.
To access the vacancies designated for women, it is necessary to prove the status of being a violence victim at the time of registration.
Detran-CE requires the submission of a copy of the judicial decision, procedural certificate, or declaration issued by the Public Defender’s Office of the State of Ceará, along with registration in CadÚnico and personal documentation.
Largest Edition in the History of CNH Popular
The new vacancies are added to the CNH Popular 2025 program, launched the previous week with 35,000 free opportunities for low-income residents of Ceará.
This edition includes licenses in categories A and B, as well as vacancies for university students, technical education students, indigenous peoples, quilombola communities, deaf individuals, and drivers interested in transitioning to category D.
According to the Government of Ceará, this is the largest edition in the history of the program, with an estimated investment of R$ 25 million in 2025, considering both CNH Popular and ABCDetran.
Since the creation of the public policy in 2009, over 180,000 licenses have been issued at no cost to the population.
The superintendent of Detran-CE, Waldemir Catanho, emphasized that obtaining a driver’s license can facilitate access to formal employment and autonomous activities, according to the agency.
Requirements for Participation in ABCDetran and CNH Popular
Both ABCDetran and the new vacancies in CNH Popular are aimed at low-income individuals registered in CadÚnico, aged 18 years or older.
In ABCDetran, the focus is on illiterate individuals residing in selected municipalities.
For women who are victims of violence, the main requirement is the presence of a valid protective measure granted in the last 12 months, along with updated social registration.
Approved candidates will undergo initial theoretical training, followed by practical lessons at Detran-CE accredited Driver Training Centers.
In the end, they will take the practical exam at the agency’s units.
The entire process, including exams, theoretical courses, practical lessons, and issuance of the driver’s license, is funded by the state government.
How to Register for the Program
To compete for one of the vacancies, the interested party must be registered in CadÚnico and access the Detran-CE website, fill out the electronic registration, and, when necessary, attach the judicial decision, procedural certificate, or declaration from the Public Defender that proves the protective measure.
In the case of ABCDetran participants, the form can be filled out with the assistance of an educated family member.
The registration is free and allows access to vacancies in categories A or B, as well as the possibility of later migrating to category D.
