Government Proposal Drastically Increases Number of Beneficiaries, Replaces Current Model, and Provides a Budget of R$ 5 Billion.

The federal government plans to include a reserve of R$ 5 billion in the 2026 Budget for the new gas voucher format. The expectation is that the Provisional Measure (MP) formalizing the program will be sent to Congress in September. The new benefit is expected to be operationalized by the end of this year, replacing the current Gas Aid.

Understand the Transition from Gas Aid to the New Model

The current model, called Gas Aid for Brazilians, was created in 2021. It functions with a bimonthly cash payment to more than 5.13 million families. The amount for August was R$ 108, corresponding to the national average price of the 13 kg gas cylinder. The payment schedule follows that of Bolsa Família. The new program will completely replace this format.

How Will the New Gas Voucher Work?

In the new design, families will be entitled to free withdrawal of a 13 kg gas cylinder. The withdrawal will be made at authorized resale points. The government will set a Reference Price for the cylinder in each state, and the value of the voucher will be equivalent to that price.

The main novelty is that if the sale occurs for an amount lower than the cap, the difference will be reverted as credit for the beneficiary. The free benefit will be limited to one per family. The goal is to ensure that the funds are used exclusively for purchasing gas.

More Families Will Be Benefited

President Lula has already approved the creation of the new program. It may be called “Gas for All” or “People’s Gas.” According to the Minister of Mines and Energy, Alexandre Silveira, the benefit will be expanded. The number of families served will increase from 5.6 million to 17 million, which represents about 50 million people. Families that are currently receiving the aid will be included in the new format.

Provisional Measure and Next Steps in Congress

The proposal will be formalized through a Provisional Measure (MP). The text is in the final adjustment phase and depends on the president’s decision to be sent to Congress, which should occur in September. Even with the MP still undefined, the economic team assures that the appropriation for the program will be included in the budget.

The reserve of R$ 5 billion for 2026 represents a 39% increase compared to the R$ 3.6 billion allocated to Gas Aid this year. The government expects the operationalization of the new gas voucher to begin by 2025.
