The New Maintenance Agreement Signed Between Orizzonte Sistemi Navali and OCCAR Aims to Increase the Efficiency and Readiness of the Frigate Fleet, Consolidating the Collaboration Between Industry and the Italian Navy.
Orizzonte Sistemi Navali (OSN) signed a contract worth €764 million to ensure logistical support for the Italian Navy’s FREMM frigates. OSN is a joint venture between Fincantieri and Leonardo. The agreement with the Organization for Joint Armament Cooperation (OCCAR) extends maintenance for an additional five and a half years, marking a new phase of strategic cooperation.
Strategic Agreement Guarantees Maintenance and Modernization of the Fleet
In Rome, on June 24, 2025, the “Through Life Sustainment Management 2” (TLSM2) contract was signed. The agreement guarantees in-service support for all FREMM frigates already delivered to the Italian Navy. The signing took place in Taranto, in the presence of Giovanni Sorrentino, CEO of OSN, and Joachim Sucker, director of OCCAR.
Contract Details and the Division of Investments
The total contract value is approximately €764 million. Of this amount, €335 million is optional. Subcontracts were allocated to Fincantieri, with €265 million, and to Leonardo, with €190 million. Other companies in the sector, such as MBDA, Elettronica, and TMDS, are also involved in the support project for the frigates.

Optimization of Operational Readiness of the Frigates
The main goal of TLSM2 is to increase the operational readiness of the FREMM fleet. This will be achieved through the optimization of logistical support systems. The contract includes preventive maintenance and more efficient material management. The initiative also promotes the use of the Navy’s digital platforms and the integration between industry and military operations. Major maintenance will occur during the planned downtime of the frigates, minimizing interruptions.
