With the new resolution proposed by the National Petroleum Agency (ANP), around R$ 1,3 billion in local content fines may be reversed in investments for the industry in Brazil.
This calculation was presented during the Webseries Oil, Gas and Naval, organized by the Federation of Industries of Rio de Janeiro (Firjan) this week, by the Superintendent of Local Content of the agency, Luiz Bispo
The ANP, the regulatory agency for the sector's activities in our country, is opening three public consultations aimed at discussing changes in the rules that regulate the minimum national content applied in oil and natural gas exploration and production contracts.
The first is, through TAC's (Terms of Adjustment of Conduct) to make the fines applied for non-compliance with the indices in terminated contracts revert to new investments in the Brazilian oil and gas industry.
In these times of pandemic, all consultations will occur in virtual format. The public hearing on this topic will take place on September 25 and will last for 60 days.
The second public consultation in the oil and gas sector will also be available for 60 days and will seek to obtain contributions on the proposed resolution that regulates the local content criteria to be adopted in the agreement and commitment to individualize production and the annexation of areas. This hearing is scheduled for September 15th.
And finally, the third query concerns a proposal for a resolution to simplify the submission of information on local content.
The ANP seeks to eliminate the use of two different methods of presenting local content reports, with different parameters and periodicity. The period of this consultation is shorter and will be open for 45 days, with the public hearing taking place on September 9.
