Losses of the Post Office Exceed R$ 1 Billion and Government Decides to Create New Logistics Regulation. Understand How the New Working Group Will Operate.

The Post Office closed the first quarter of the year, from January to March, with a loss of R$ 800 million, according to a results report that is still under confidentiality. In response to this critical situation, the government recently announced new logistics regulation. The aim of this measure is to level the quality of logistics services from other companies to use the Post Office as a reference.

This regulation aims to improve the efficiency and competitiveness of the Post Office in the logistics market, attempting to reverse the company’s financial situation and ensure a minimum quality standard in the sector.

Understand What Caused the Loss at the Post Office

The increase in the Post Office’s losses is significant when compared to the first quarter of last year. The consolidated result for the period was only R$ 326 million. This result was primarily driven by general and administrative expenses, which resulted in a loss for the Post Office of R$ 1 billion during the period.

In 2023, this segment represented R$ 780 million. It is important to mention that the financial losses of the Post Office occur during a period of increased demand for international purchases, suggesting that the deficit is a result of poor management.

In this sense, even with the rise in global transactions, the company was unable to turn this movement into profit, highlighting significant operational failures.

According to the state-owned company itself, the confidentiality of the Post Office’s losses occurs because the balance of the first three months of 2024 has not yet been approved by the Board of Directors. However, the expectation disclosed by the company is a profit of R$ 150 million for the year, a projection that seems optimistic given the current loss.

Financial History of the Post Office

In December 2023, the loss at the Post Office was R$ 597 million. Despite being negative, this result represents a 22% improvement compared to the loss incurred in 2022. The company highlighted that, historically, financial indicators are lower in the first quarter and improve throughout the year.

However, the improvement observed in 2023 was not enough to prevent the deficit that is presented this year. While facing serious financial difficulties, the Post Office allocated significant resources. A cultural festival in São Paulo, which initially would receive R$ 2 million, ended up receiving R$ 6 million. These excessive expenditures were also kept confidential, raising doubts about the management’s priorities.

In addition, the Minister of Communications of the Federal Government, Juscelino Filho, announced the creation of a working group for the regulation of logistics, the delivery service for e-commerce in Brazil. The measure aims to strengthen the Post Office and allow the company to operate “equally” with private competitors.

The minister emphasizes that the Post Office faces outdated regulations, such as the prohibition on sending live plants and animals, preventing the transport of inactive viruses for research or animal semen for breeding.

Can Logistics Regulation Solve the Post Office’s Losses?

The idea of logistics regulation is seen as an opportunity for the Post Office to modernize its services and become more competitive. The company has a presence throughout Brazilian territory, which can be an important differential in the market.

However, the company also faces challenges such as the need to reduce costs and increase the efficiency of its operations. The regulation needs to be carefully crafted to ensure the sustainability of the company and avoid market distortions.

Logistics and e-commerce specialists evaluate that regulating the sector’s deliveries is necessary to guarantee service quality and protect consumers and open competition with the Post Office. However, they warn of the risks of creating an excessively bureaucratic regulatory environment that could harm market competitiveness. The expectation is that the working group from the Ministry of Communications will present a regulatory proposal by August.
