Billion-Dollar Investment Unlocks Historic Project, Establishes Timeline Until 2031 and Bets on Unprecedented Technology in the Country to Drastically Reduce the Travel Time Between Santos and Guarujá, with Direct Impacts on Urban Mobility, Port Logistics, and the Daily Lives of Over 2 Million Residents of the Baixada Santista.
The São Paulo government signs this Wednesday (28) the contract for the Public-Private Partnership (PPP) of the Santos-Guarujá Tunnel, a project estimated at R$ 6.8 billion and planned to create a fixed link between the two cities beneath the Santos Port channel.
The execution will be the responsibility of the Portuguese group Mota-Engil, winner of the auction held in September 2025.
With the signing, the project moves into the contractual phase after years of technical discussions and disputes over the best crossing model.

PPP Establishes 30-Year Concession and Defines Responsibilities

Under the PPP model, the concessionaire assumes the construction, operation, and maintenance of the tunnel for a period of 30 years.
The auction was decided by discount on the maximum annual public compensation provided in the notice, set at R$ 438.3 million, with Mota-Engil offering a 0.5% discount.
The ceremony takes place at the Palácio dos Bandeirantes, the headquarters of the São Paulo government, and marks the formal beginning of the partnership that aims to deliver the link by 2031.
The signing consolidates the schedule presented by the State since the bidding phase, with engineering and licensing stages scheduled throughout the next decade.
Six Lanes, Bike Path, and Technical Gallery Integrate the Project
The project foresees three lanes of traffic in each direction, totaling six, in addition to dedicated space for pedestrians and cyclists.
The structure also includes a technical services gallery, designed to concentrate essential systems for the tunnel’s operation.
One lane in each direction is prepared to accommodate the Light Rail Vehicle (LRV), according to the modeling released before the auction.
The effective integration with the transport system over rails, however, depends on subsequent planning and execution stages.
Immersed Tunnel Will Be the First of Its Kind in Brazil
The Santos-Guarujá Tunnel will be the first in the country built using the immersed tunnel technique, a method already employed in projects in Europe and Asia.
Instead of continuous excavation, the work uses precast concrete modules, produced outside the channel, transported by floating and positioned on the bed for later connection.
The total length is expected to be 1.5 kilometers, with 870 meters submerged under the port channel.
The choice of method takes into account the need to maintain ship traffic, port operation, and the environmental and urban characteristics of both banks.
Crossing Should Drop to About Five Minutes
Today, the journey between Santos and Guarujá can involve long waits in the ferry system or more extended road routes, especially during peak times.
The São Paulo government estimates that the tunnel will reduce the crossing time to approximately five minutes, significantly altering the daily lives of residents and workers.
The project is also presented as a solution to reorganize urban flows and improve regional connectivity around the largest port in the country.
Chinese Engineering Appears in the Corporate and Technical Context
The mention of engineering brought from China is associated with the international history of the immersed tunnel technique, widely applied in Asian projects.
Another cited factor is the corporate structure of the concessionaire, as Mota-Engil has a shareholding from the China Communications Construction Company (CCCC), a Chinese group in the infrastructure sector.
This presence helps contextualize the mentioned technical exchange, although it does not solely define the engineering solutions adopted in the Brazilian project.
Preliminary Environmental License Has Already Been Granted by Cetesb
The project already has a preliminary environmental license issued by Cetesb, which certifies the project’s viability.
The analysis considered impacts on mangroves, fauna, flora, noise levels, and expropriations, in addition to urban interferences on access routes.
The next phases of licensing will detail the measures and conditions necessary for the execution and operation of the work.
Module Production Starts in 2027, with Delivery in 2031
The released schedule indicates the start of concrete module production in 2027, a decisive step for the submerged section.
Installation in the channel is planned until 2030, followed by complementary works for access and operational systems. The tunnel’s completion is estimated for 2031.
In a statement included in the original material, the Secretary of Partnerships and Investments of São Paulo, Rafael Benini, stated that “the Santos-Guarujá Tunnel is a structuring project, awaited for decades, that now enters a new concrete phase”.
“The signing of the contract represents a decisive step to turn this project into reality, with direct benefits for mobility, logistics, and the quality of life of the population”, he said.
