The Former Odebrecht and Andrade Gutierrez, Marked by Lava Jato, Return to the Scene of Public Projects with Major Contracts with Petrobras
Ten years after the start of Operation Lava Jato, the construction companies Andrade Gutierrez and Novonor, previously known as Odebrecht, are back in the spotlight as they were chosen as the winners of a bid for the expansion works of the Abreu e Lima Refinery (Rnest) of Petrobras. This venture, located in Pernambuco, was the target of corruption scandals exposed by Lava Jato and now marks a new chapter with billion-dollar investments, according to the site Jornal Opção.
After a period of restructuring and facing difficulties, the companies won the competition for the different lots of the Petrobras refinery project. Consag, a subsidiary of Andrade Gutierrez, secured lots A and B, totaling about R$ 3.9 billion. Meanwhile, Tenenge, a company of Novonor, former Odebrecht, was chosen for the remaining lots, with a value exceeding R$ 8 billion. This achievement of the former Odebrecht and Andrade Gutierrez represents a major milestone for the construction companies, which seek to regain their position in the market after the challenges faced in recent years.

Expansion of Petrobras Refinery by the Former Odebrecht and Andrade Gutierrez
The Abreu e Lima Refinery of Petrobras will undergo significant expansion, including the construction of a second production unit. With this expansion, the refinery’s S10 diesel production capacity will increase from 100,000 to 260,000 barrels per day, contributing to the country’s fuel self-sufficiency.

Both companies have faced difficult moments recently. The former Odebrecht even entered into a judicial recovery process, while Andrade Gutierrez underwent a restructuring process to maintain its competitiveness. The return of these companies (Novonor and Andrade Gutierrez) to public projects marks a turning point and demonstrates market confidence in their capabilities after the corruption scandals of Lava Jato.
With the start of construction expected in the second half of this year, the expectation is that the Abreu e Lima Refinery of Petrobras will become one of the main pillars of national S10 diesel production, contributing to the country’s economy and energy independence.
