Filipino Group Targets Megaterminal in Santos with Billion-Dollar Investment, Doubling Government’s Official Estimate. International Dispute Heats Up Port Auction and Projects Strategic Impact on Brazilian Foreign Trade.
The Filipino Group International Container Terminal Services (ICTSI) announced a willingness to invest US$ 2 billion in the auction for the Tecon Santos 10 megaterminal.
According to Revista Veja, this amount is twice the estimate presented by the government in the bidding document. The billion-dollar offer signals intense financial mobilization around one of the country’s largest logistics assets.
Port of Santos Sets Movement Records
The figures supporting this dispute are robust. In 2023, the Port of Santos reached 173.3 million tons handled, a historic record and 6.7% above the previous year.

In the first half of 2025, the port recorded its second-best performance to date, with 88.3 million tons, nearly reaching the record of 89.1 million from 2022.
Additionally, in July 2025, the port complex handled more than 17 million tons in a single month for the first time.

Continental Relevance of the Port of Santos
The importance of the Port of Santos in the Brazilian and Latin American context is unmistakable.
It is the main port in Brazil, the largest in Latin America, and ranks among the largest in the world.
Its operation has a direct impact on about 67% of the national GDP, particularly in São Paulo, Minas Gerais, Goiás, Mato Grosso, and Mato Grosso do Sul.
In foreign trade, it accounts for approximately 25% of the country’s exports and imports. It is also the world’s main terminal for sugar, orange juice, and coffee beans.
ICTSI: International Giant in the Port Sector
The actions of ICTSI further reinforce the relevance of the auction. The company is among the largest independent operators of port terminals in the world, with a presence on six continents and more than 30 terminals in nearly 20 countries.
In global rankings, it ranks eighth among terminal operators by TEU volume.
The company also features on the Fortune Southeast Asia 500 and Forbes Global 2000 lists, with robust financial assets and continuous expansion.
In 2022, it was recognized as the most outstanding company in the Philippines in the transportation sector, receiving awards for corporate governance, social responsibility, and investor relations.
This history adds institutional legitimacy to the investment proposal in Santos.
As highlighted by Veja, the international movement in the auction could reposition the Port of Santos as a major continental logistics hub.
Auction in 2025 and Rules Under Debate
The government seeks to conclude the auction still this year. The contract for Tecon Santos 10 will have a duration of 25 years and anticipates total investments between R$ 3.5 billion and over R$ 4 billion.
The amount includes infrastructure works, terminal modernization, and socio-environmental compensations.
ICTSI’s offer of US$ 2 billion heightens the competition for an asset considered strategic. However, the process is not occurring without obstacles.
Maersk filed a request for changes to the rules, which prevent established operators from participating in the initial phase, aimed only at new entrants or those willing to sell existing operations.
The request was denied by a federal judge in July 2025.
The rules remain under analysis by the Federal Court of Accounts (TCU), which evaluates adjustments to ensure competitive balance and transparency.
According to Revista Veja, this scenario of legal disputes may delay some phases of the process, but is not expected to compromise the auction’s completion still in 2025.
Next Steps: Port of São Sebastião in 2026
In addition to the megauction in Santos, the government is already preparing another round of investments.
In 2026, it will be the turn of the Port of São Sebastião, which will receive a new container terminal with capacity equivalent to half of Tecon Santos 10.
The estimated investment value is R$ 1 billion. The initiative aims to expand logistical routes, diversify the port structure, and reduce dependence on Santos as the only major hub in the state.
