Course to Strengthen Social Control in the SUS
The course, titled Training in Monitoring and Evaluation for Social Control in the SUS, aims to prepare health counselors and others involved in social control to monitor SUS policies and deliberations with greater accuracy and rigor.
This training arises from a demand discussed at the 16th National Health Conference, held in 2019, where the need for more effective strategies to monitor public health policies was recognized.
Goals and Strong Partnerships
With a partnership between the CNS, the National School of Public Health Sergio Arouca of the Oswaldo Cruz Foundation (Fiocruz), and the Institute of Collective Health of UFMT, the course uses the Fiocruz Virtual Campus as its teaching platform.
The goal is to provide theoretical and practical tools so that health counselors across the country can strengthen their actions, especially regarding social control in the SUS.
This course results from a solid collaboration between the involved institutions, aligning the design and execution of the content with the expectations of the CNS.
According to Marly Cruz, coordinator of the training at Fiocruz and researcher at the National School of Public Health, the course offers a comprehensive foundation in monitoring and evaluation concepts and methods in health.
Additionally, it provides practical applications that will allow counselors to enhance their oversight of public policies.

The course is divided into modules that cover everything from the basic principles of social participation in health to techniques for monitoring and evaluation. The goal is for students to understand the role of health conferences and apply what they have learned in monitoring the policies and actions implemented by the SUS. Innovation and Track Record of Success
According to Juliana Kabad, course coordinator at UFMT, this training arose as a follow-up to another initiative held in 2023.
The previous proposal, conducted in a hybrid format, already presented innovative content exploring monitoring and evaluation in the context of social control in health.
With the new course, the idea is to expand the reach so that health councils in all regions of Brazil can benefit.
Kabad also emphasizes that there has been an effort to adapt the teaching material and include new video lessons, without losing the essence of the content.
The expectation is that this training will continue to support health councils in their processes of planning, monitoring, and evaluating public policies.
A Legacy for Public Health Policies
The course also becomes an important tool for future actions, as explained by the president of the CNS, Fernando Pigatto.
He believes that this training is fundamental for health councils to respond to the 17th National Health Conference, planned to directly influence municipal health plans starting in 2026.
“This course will be essential for the deliberations of the conferences to truly influence health plans,” says Pigatto.

The proposal also emphasizes the importance of social control in the cycle of public policies, from formulation and execution to monitoring and evaluation.
With this training, the CNS hopes that health counselors at all levels – municipal, state, and national – can act more actively and informed, ensuring that the deliberations of health conferences are effectively applied and monitored.
