The Foundation Center for Distance Education and Higher Education of the State of Rio de Janeiro (Fundação CECIERJ) has opened registrations for the Public Selection Competition for the second semester of 2025, offering over 6,900 free spots in distance learning undergraduate courses.
Organized in partnership with the CEDERJ/UAB Consortium and seven renowned public universities, the selection process represents a unique opportunity for those who wish to pursue higher education without leaving home, maintaining quality and academic recognition.
In total, there are 6,965 spots distributed across 15 courses in the fields of bachelor’s, licentiate, and technology, with a partially in-person regime at the CEDERJ regional centers spread throughout the state of Rio de Janeiro.

All courses are offered for free, with the support of the Open University of Brazil (UAB) and the State Secretariat for Science, Technology, and Innovation.

- Licentiate in Pedagogy – 1,150 spots

- Technology in Computer Systems – 529 spots
- Technology in Tourism Management – 250 spots
- Technology in Public Security – 350 spots
Each course is delivered online, with mandatory in-person moments at the regional centers, which include activities such as exams, practical classes, and laboratories.
The centers are equipped with infrastructure to support students, offering libraries, computer labs, and tutor assistance.
Who Can Participate
The selection process is aimed at candidates who have completed or are finishing high school by the enrollment date.
According to the announcement, students who serve as tutors or course coordinators at CEDERJ cannot register.
Additionally, the selection includes affirmative actions that reserve spots for:
- Black and Indigenous people and those with disabilities.
- Students coming from public education.
- Public basic education teachers.
- Children of professionals in public security and penitentiary administration.
These policies aim to expand access to higher education for historically underrepresented groups, promoting inclusion and diversity in the offered courses.
Registrations and Selection

The registration fee is R$ 89.90, and payment must be made via bank slip by the due date.
Candidates can choose to compete using their scores from the National High School Exam (Enem) from 2022, 2023, or 2024, indicating their choice at the time of registration.
Those who prefer may take the in-person exam organized by Fundação CECIERJ, on a date to be announced in the supplementary announcement.
The competition will be governed by strict classification criteria, prioritizing the final score and the affirmative policies outlined.
