The measure, published on November 3, 2025, in the Official Gazette of the Federal District (DODF), determines that Friday, November 21, will be an optional holiday and extends the break that starts with the national holiday of Black Consciousness Day, celebrated on November 20, according to federal law 12.519/2011.
The decision creates a period of four consecutive days of rest, from November 20 to 23, and represents one of the rare opportunities for an extended break in the year, as a large portion of the holidays in 2025 fall on weekends.

The decree applies to agencies and entities of the direct and indirect public administration of the Federal District, as it follows the standard adopted by the government. However, essential services continue to operate normally. Health, public security, sanitary surveillance, urban cleaning, social assistance, transportation, and inspection maintain their shifts, as their leaders determine continuous operation to ensure service to the population.

Black Consciousness Day, scheduled for November 20, 2025, will be the first useful holiday after nearly six months, as the last one occurred on June 19, 2025, during Corpus Christi. Since January, eight holidays and optional holidays fell on Saturdays or Sundays, which significantly reduced chances for an extended rest.
In addition, All Souls’ Day (November 2, 2025) and the proclamation of the republic (November 15, 2025) also fell on Sundays, which reinforces the importance of the November break.

How Is the Situation for Those Working in the Private Sector
For workers governed by the CLT, the holiday on November 20 is mandatorily paid, as the legislation requires the break. However, Friday, November 21, is not automatically granted. Each company decides whether there will be paid time off, compensation for hours, or regular hours.
If the employee works on the holiday of November 20, labor law ensures double pay or compensation, as provided by the CLT.
Thus, while the public sector has an extended break, the private sector retains autonomy over operations on Friday.

Even with the extended break, essential services remain active. Hospitals, emergency units, inspection posts, transportation systems, urban cleaning teams, and social assistance agencies continue operating under special shifts.
