Starting this Tuesday (9), drivers across the country will have an important change: vehicles that are 20 years or older are now officially exempt from IPVA, a measure that changes the financial burden for millions of Brazilians.
The new rule, applicable in states that previously did not offer this benefit, is already having an immediate impact on the used car market.
According to OLX, the Fiat Uno has become the most sold and sought-after model among vehicles eligible for exemption, reflecting consumer behavior seeking an affordable transportation alternative in 2024.

This prominence of the Uno is not new. As highlighted by Fenauto, the hatch consistently ranks among the most traded models in the country.
In November alone, there were over 32,000 transactions involving the car—a clear indicator of its appeal among buyers prioritizing cost-effectiveness.
Besides the Uno, other vehicles stand out in the segment of used cars with IPVA exemption.
The Honda Civic holds 17.6% market share, closely followed by the Citroën C3, which holds 17.3% of the market in this category.
How The New Exemption Law Affects States With Stricter Rules
Until the sanctioning of the new rule, only five states maintained their own criteria for IPVA exemption.
In Alagoas, for instance, only vehicles manufactured until December 31, 2002, were exempt—requiring 23 years of usage.
In Minas Gerais, exemption was limited to models with black plates or recognized historical value, which rarely applied to most used cars.
In Pernambuco, there was no exemption based on age. Meanwhile, in Santa Catarina and Tocantins, taxpayers had to wait 30 years to stop paying the tax.
With the unification of the maximum limit to 20 years, owners in these states now have the same conditions as the rest of the country.
Used Market Gains Impetus With IPVA Exemption
The change in legislation is expected to further heat up the sector, which has already been experiencing strong activity.
A vehicle exempt from IPVA significantly reduces annual maintenance costs and can make the difference between acquiring a vehicle or not.
Flávio Passos, Vice President of Autos at Grupo OLX, emphasizes this effect by stating:
“A vehicle exempt from IPVA is the solution for those looking for an affordable way to get around.”
This assessment explains why models like the Fiat Uno continue to have strong demand.
For profiles that include students, self-employed workers, and families needing a second car.
Models Manufactured Until 2006 Automatically Enter The New Rule
All vehicles produced until 2006 will be eligible for the exemption starting in 2026 in states that previously maintained restrictions.
This adjustment creates predictability for buyers and sellers, which directly depends on tax attractiveness and regulatory stability to maintain high transaction volumes.
Heated Market And Growth Trend
The change in IPVA consolidates a trend that OLX and the traditional used vehicle market have already been observing.
Once again, it demonstrates its historical relevance by positioning itself as the most sold and sought-after car in the era of the new exemption.
