New INSS Rule Allows Sickness Aid With Digital Medical Certificate, Without In-Person Examination, Reducing Wait Times and Accelerating the Lives of Millions of Insured.
For decades, sickness aid was synonymous with wait times, delays, and uncertainties for millions of workers out due to temporary incapacity. But in 2025, a historic change began to transform this reality: the benefit can be granted simply by presenting a digital medical certificate, without the need for an in-person examination in cases of leave of up to 60 days.
The measure has the potential to drastically reduce bureaucracy and shorten deadlines that, in some cases, exceeded three months of waiting.
How The New Sickness Aid Rule Works
Now, the insured person who needs to take temporary leave from work due to illness or minor accident no longer needs to schedule a medical examination. Just access the Meu INSS app or website and submit:
-
Lula government releases R$ 1.16 billion through the New PAC to renew public transportation in Brazil with 727 buses in cities of São Paulo, Pernambuco, Minas, Rio, and other states, including electric and less polluting models.
-
Chinese agricultural machinery giant lands in the heart of Brazilian agribusiness and chooses Sinop, in the north of Mato Grosso, to open its first dealership in the country, targeting cotton, corn, soybean, and sugarcane producers in the region.
-
BNDES and the Ministry of Cities went to China and Germany with R$ 3.73 billion on the table to convince electric bus manufacturers to open factories in Brazil, and the guarantee of public purchase is the main argument to attract national production.
-
Supermarket giant closes 28 stores in Brazil and lays off 6,600 employees after halting accelerated expansion in the North and Northeast.
- Digitized medical certificate, with the electronic signature of a healthcare professional;
- Complementary reports, if any;
- Contact information for possible verification.
If the documentation is in compliance, the sickness aid is released without the physical presence in an agency.
Who Can Benefit From The Measure
The novelty applies to private sector workers, freelancers, and individual contributors who are up to date with their contributions to the INSS.
The cases covered are those of temporary leaves of up to 60 days, when the doctor certifies that the insured needs time for recovery but is not permanently incapacitated.
More severe situations, such as long-term illnesses or disability, still require an in-person medical examination.
End of The Queue? The Direct Impact on The Insured
The historical bottleneck of the INSS was precisely the medical examination. In 2024, more than 1 million insured individuals were awaiting medical evaluation, according to official data.
With digitization, the trend is that the number of accumulated processes will decrease drastically, since a large part of temporary leaves can be resolved remotely.
This means faster assistance for those in need of the benefit and less pressure on INSS experts.
Benefits of The Measure for Workers and Government
- Speed: the timeframe for granting can go from months to just a few days.
- Cost Savings: fewer trips to agencies, less administrative costs.
- Digital Inclusion: makes life easier for insured individuals in remote areas, who previously had to travel miles for assistance.
- Efficient Management: frees up experts to focus on more severe and complex cases.
Risks and Criticisms of The New Modality
Not everything is perfect. Experts warn of risks such as:
- Frauds in Digital Medical Certificates, which could increase government expenditures;
- Digital Exclusion of insured individuals without internet access or technological knowledge;
- Possible Evaluation Errors, as some cases may go unnoticed without physical examination.
The government assures that the systems have electronic validation and that most problems can be avoided with data cross-checking.
The Role of The Atestmed Program
The model had been tested since 2022, through the Atestmed program, which allowed provisional grants based on medical certificates.
Now, the initiative has been consolidated and expanded, allowing millions of workers to use the resource without the need to resort to in-person examinations.
This transition represents a unprecedented modernization of the Brazilian social security system.
The government’s goal is to turn digital sickness aid into a permanent pillar of Social Security. If the results are positive, the model may be expanded to other benefits, such as extensions of aid and even reviews.
Experts believe this is a first step toward the creation of a 100% digital INSS, where only the most complex cases would require in-person visits.
Digital Sickness Aid: Relief For Millions Of Insured
The decision to allow the granting of sickness aid with a digital medical certificate is more than just an administrative modernization. It is a social justice act for millions of workers who rely on the benefit to survive.
By ending the endless queues, the INSS ensures dignity for those who need it most and signals a future of less bureaucracy and more efficiency.
In the end, the change confirms: the era of digital sickness aid has arrived to transform Brazilian Social Security.
