A minimum of 12 months of higher education teaching experience is also required.
The announcement also requires professional experience in Public Health or Collective Health services, ability to use digital resources, and availability of at least 20 hours per week for distance teaching activities.
Candidates also need to be available to participate in synchronous activities, remote meetings, and training linked to the course.
In addition to working in the virtual environment, selected teachers must attend the four mandatory in-person meetings planned in the specialization.
The call informs that the meetings may occur on weekdays and Saturdays, with dates to be announced later on the official EAD/ENSP and ENSP Teaching channels.
Public Health Specialization Course has 668 hours
The Public Health Specialization Course will be developed in a distance learning format, with a total workload of 668 hours and a planned duration of 18 months.
Of this total, 540 hours will be conducted in a virtual learning environment, 64 hours will take place in person, and another 64 hours will be dedicated to the preparation of the Course Completion Work.
The educational proposal aims to promote a critical analysis of the health situation and the political-social context, with a commitment to the universal right to health, the public system, and addressing inequalities.
The Course Completion Work must be presented in the format of a health intervention project.
The course is structured into learning units that cover topics such as an introduction to public health, ways of living, falling ill, and dying in Brazil, policies and organization of systems and services, care practices, and knowledge production in health.
The training combines activities on Moodle, pedagogical support, and mandatory in-person moments.
Distance Teacher Performance
The professionals summoned will act as mediators of the teaching-learning process, monitoring the students’ knowledge construction, activity completion, and skill development.
Each teacher may oversee up to 28 students, according to the notice.
The role is not limited to the formal monitoring of virtual activities.
The teacher must participate in synchronous meetings with the class, ongoing training with learning guidance, and in-person or remote meetings with the Educational Development and EAD Coordination team at ENSP.
Before teaching, selected permanent and alternate candidates must participate in the Pedagogical Training Course for Distance Education Teaching.
The training will be entirely online, will have 60 hours, and is scheduled to take place from September 14 to October 29, 2026.
Approval in this training is a condition for the call to teaching.
The notice also provides for an in-person stage related to the course methodology, as well as the possibility of dismissing the teacher in case of performance deemed unsatisfactory by the coordination.
Vacancies are distributed in 9 states
The 9 permanent vacancies are linked to UAB/Capes in-person support centers in different regions of the country.
There are opportunities in Cachoeiro de Itapemirim, Espírito Santo; Bagé, Rio Grande do Sul; Londrina, Paraná; Uberlândia, Minas Gerais; and Pitimbu, Paraíba.
There are also vacancies in Orós, Ceará; Imperatriz, Maranhão; Macapá, Amapá; and Formosa, Goiás.
The final distribution of permanent teachers among the centers will be defined by the course coordination after the completion of the selection process, considering criteria such as location, class profile, and teaching experience.
In total, 18 candidates will be selected, with 9 being permanent and 9 alternates.
The alternates will only receive a scholarship if they are called to replace permanent teachers, and will be remunerated only from the start of the substitution.
Capes Scholarship for Lead Teacher
Remuneration will be provided through a monthly scholarship in the lead teacher category, granted by Capes/MEC.
The anticipated amount is R$ 1,850, according to Capes Ordinance No. 124, dated March 20, 2026, mentioned in the ENSP/Fiocruz notice.
The scholarship is linked to the course duration and the completion of stages related to academic records, aiming for student certification.
The notice also states that it will not be allowed to teach remotely in more than two courses within the CDEAD/ENSP at the same time.
Reservation of Vacancies and Affirmative Actions at Fiocruz
The selection process provides for 50% of the vacancies for open competition and 50% for affirmative actions, considering the total of 18 selected between permanent and alternates.
The reservation follows Fiocruz Ordinance 491/2021 and Technical Note No. 01/2026/CGE/VPEIC/Fiocruz, dated April 2, 2026.
The distribution includes 30% of the vacancies for black, African descent, and mixed-race people; 7% for people with disabilities; 5% for trans and transgender people; 5% for quilombolas; and 3% for indigenous people.
Candidates opting for affirmative actions also compete for open competition vacancies, according to their classification.
Unfilled reserved vacancies may be reallocated among the priority groups provided for in the institutional policy.
Only after these possibilities are exhausted, the vacancies may be reverted to open competition, according to the rules described in the call.
Selection will have Document Analysis and Virtual Interview
The selection process will be conducted in two stages.
The first will be a document analysis, of an eliminatory and classificatory nature, with a maximum score of 100 points and a minimum score of 80 points for approval.
The evaluation considers a degree in Public Health or Collective Health, a doctorate in the area, teaching experience in public health or collective health, experience in EAD, professional performance in public or collective health, and a letter of intent.
The letter is worth up to 30 points and should present the candidate’s trajectory, motivation to participate in the course, and the relationship of professional experience with the training theme.
The second stage will be a virtual argumentation, scheduled to take place from July 6 to 10, 2026.
In this phase, aspects such as clarity of argumentation, ability to propose engaging activities, experience in the course theme, understanding of distance teaching, and professional experience in SUS will be evaluated.
The final result of the selection is scheduled for August 20, 2026, in order of classification.
The final average will be calculated from the document analysis score added to the interview score, divided by two.
