Tender for the Rota Mogiana Lot Concession Foresees R$ 8.9 Billion in Investments to Modernize More than 500 km of Highways and Boost the Economy of the São Paulo Interior
The Government of São Paulo published the tender for the Rota Mogiana concession, a road package covering more than 500 kilometers in the state’s interior. The project, led by the Secretariat for Investment Partnerships (SPI) under the Investment Partnership Program (PPI-SP), foresees a total investment of R$ 8.9 billion.
The concession marks another step in the state’s effort to increase investments and ensure greater road safety in strategic corridors of the São Paulo economy.
The government claims that the project underwent a broad public consultation phase, gathering 284 contributions from society before the official publication.

According to the government, the project has the potential to unlock billion-dollar private investments, reduce logistical costs, and improve the level of service to users.
The concession is also aligned with the transparency guidelines of PPI-SP, with all documents and updates available on institutional channels.
Additionally, the contract foresees the raising of operational safety standards and the implementation of works that favor the environment, such as underground and aerial wildlife crossings to prevent collisions and accidents.
Inclusion in the SP for All Works Program
The Rota Mogiana is part of the SP for All Works program, announced as the largest road package in São Paulo’s history.
The program totals R$ 30 billion in investments and covers 22,300 kilometers of interventions, divided among state highways, local roads, and modernization works.
In total, more than 1,500 work fronts are expected in different regions, with an estimated creation of 252,000 direct and indirect jobs.
The central objective is to reduce logistical bottlenecks and raise the quality standard of the roads, promoting greater safety and fluidity in the transportation of people and goods.
The program’s guideline, according to the government, is clear: to enhance the efficiency of the road network and boost regional development.
Model Based on Public Participation
One of the differentiators of the tender is the participatory construction process. During the consultation phase, the project’s modeling received hundreds of suggestions from users, experts, and representatives from the productive sector.
These contributions helped to adjust technical and operational points, ensuring that the final model reflected the real demands for safety, mobility, and sustainability.
With the tender now available, interested companies can access the official documents and participate in the bidding, expected to take place later this year.
The government highlights that the Rota Mogiana symbolizes an advancement in the integration of infrastructure, competitiveness, and social participation — pillars that support the new cycle of concessions in the State of São Paulo.
