According to Heineken executives, the factory, if built, will be the company’s most modern unit in Brazil, located in Minas Gerais
The councilors of the Municipal Chamber of Passos, in the interior of Minas Gerais, listened to three executives from Heineken Brazil about the project to install a new factory in the city, which will symbolize the beginning of the discussion on the bill proposed by Mayor Diego Oliveira (União Brasil), which grants incentives to the company.
The directors spoke remotely at the ordinary meeting that took place on Monday, the 22nd.
Present at the meeting were: Marina Oliveira Ferreira, director of corporate affairs, João Marcelo Castro Valadares, government relations manager, and Antônio Carlos Frota, tax representative.

According to the director of corporate affairs, Heineken will have in Passos, Minas Gerais, if the factory is built, the most modern factory of the company in Brazil, standing out in its venture, which will bring economic and social development to Minas Gerais.

The beer sector has this characteristic of being something plural, from beer production to bars and restaurants that sell our products, but also the chance to leave a legacy for the city of Minas Gerais with improved highways,” said Marina Oliveira.
Legislative Power Plays Essential Role in Constructing the New Factory
The president of the Chamber, Alex Bueno (PSD), highlighted the fundamental role of the Legislative in bringing Heineken’s new factory to Minas Gerais, noting that the Master Plan, validated in 2021, was amended by the councilors in an assertive manner, expanding the initial proposal from 1 to 5 km for the urban perimeter, which made Heineken’s project for a new factory in Minas Gerais possible.
Environmental Licenses for the Construction of the Factory in Minas Gerais
In response to the president of the Chamber, Director Marina commented that the company has been working on the necessary environmental licenses for the construction of the factory since June, before defining the start date for construction work.
Councilor Maurício Silva (União Brasil) stated that all the municipality’s counter-requirements in Minas Gerais will be related to tax waivers, and that there should be no compromise to the Budget, and that the municipality’s counter-requirement will be negligible in relation to tax collection.
About the Project that Encompasses Heineken’s Venture
Bill No. 084, which allows incentives for construction, provides:
- Exemption from the Property Tax (IPTU) for 15 years;
- Exemption from the Service Tax (ISS), including for contractors, for a period of 6 years;
- Exemption from the Property Transfer Tax (ITBI) for 15 years, starting from 2024;
- Exemption from all municipal fees for 15 years, counting from the date of granting the installation license;
- Exemption from the onerous grant for change of use (OAU), applicable at the time of decharacterization of rural lots and urban characterization, for owners of rural areas acquired by Heineken.
Additionally, the project discusses the application of tax incentives under the condition of equality, in case the city provides differentiated incentives to other ventures in the sector; restitution of 50% of the ICMS quota collected and allocated to the city of Minas from the date operations commence and for a sufficient time until the restitution reaches the invested amount of R$ 26 million.
