A house filled with debris in the Promorar neighborhood, in the South Zone of Teresina, was isolated by the city hall and began to be cleaned on Thursday (09), after inspections found that the situation required a larger-scale operation.
With an estimated two days of work, the service includes the removal of accumulated materials inside the residence and around the roof, as well as preparing the property for a subsequent evaluation of structural conditions.
Images recorded by TV Clube on July 3 showed the resident walking among objects and debris scattered over the roof, a situation that increased the impact of complaints made by people living in nearby houses.

For more than five years, according to a neighbor’s account, residents have faced the presence of insects, leaks, and other inconveniences associated with the accumulation, although the origin of the damage still depends on a technical analysis conducted by professionals.
Before the operation began, the Superintendence of Urban Development South reported that the complaint had reached the municipal Ombudsman on June 10, about a month before the mobilization of the teams responsible for the cleanup.
After receiving a notification and a deadline to remove the debris, the owner was unable to complete the service within the established period, leading the inspection to conclude that administrative measures alone would not be sufficient to resolve the case.
Cleanup mobilizes truck and SDU South teams
To proceed with the removal, a collection truck and specialized workers were sent to the address, while the area around the residence remained isolated to reduce risks during the circulation of people, equipment, and vehicles used in the operation.
The estimate released by SDU South indicates that approximately 300 cubic meters of debris will be removed from the property, a volume that helps explain the complexity of the service and the two-day completion forecast.
During the work, the resident himself began to collaborate with the teams and helped to separate objects he intends to reuse, allowing the removal to proceed without eliminating materials he considered useful in his recycling-related activities.
Although part of the accumulated content was related to this work, the amount kept in the house exceeded the space’s organizational capacity and began to cause impacts that, according to neighbors’ reports, also reached nearby residences.
Social assistance accompanies resident during operation
Given the complexity identified in the initial inspections, the city decided to involve social assistance services and psychosocial care, aiming to combine the removal of waste with follow-up measures directed at the property owner.
The Municipal Secretariat of Citizenship, Social Assistance, and Integrated Policies, the Specialized Reference Center for Social Assistance, and the Psychosocial Care Center began participating in the action, responsible for the support offered to the resident.
According to the superintendent of SDU South, Isaac Meneses, the municipal administration assessed that notifications, fines, or similar measures would not solve the problem, which is why it was necessary to adopt an integrated approach among different public bodies.
At the same time, the city sought to reduce the risks reported by the neighborhood without interrupting the service to the owner, whose situation began to be monitored from the preparation of the operation until the removal of the materials stored in the residence.
Engineers will assess house and neighboring properties
Once the cleaning is completed, engineers will examine the house’s structure to identify possible damage caused by the weight and prolonged presence of the waste, a step considered necessary before any decision about the future occupation of the property.
Besides the isolated residence, the inspection should reach nearby constructions, especially because residents attributed leaks and other problems to the site’s conditions, although this relationship has not yet been confirmed by an official technical evaluation.
Isaac Meneses explained that the professionals will produce a precautionary report intended to verify the existence of risks to the neighborhood, but the result will depend on the release of areas that remained covered by the accumulated objects.
Until the document is completed, there is no official confirmation of structural compromise of the house or surrounding constructions, nor definition about possible repairs, additional interdictions, or other safety measures that may be adopted.
Neighbors report disturbances for more than five years
Without identifying themselves, a neighbor stated that the family had been living for more than five years with insects and leaks, in addition to other problems they associate with the accumulation kept in the property located next to their residence.
“We are very happy with this cleanup. It’s been more than five years that we’ve been suffering the impacts,” declared the resident, commenting on the arrival of the teams and the expectation of reducing the disturbances recorded during this period.
Despite the report, the origin of the leaks will still need to be analyzed by engineers, who will need to verify if the damages are directly related to the accumulated waste or if they result from other existing structural conditions in the properties.
Only after the completion of this stage will it be possible to determine if there will be a need for repairs in the isolated house, interventions in neighboring constructions, or additional measures to prevent the situation from posing risks in the region again.
Resident requested job opportunity
While receiving support, the owner requested a job opportunity from the superintendent and the company responsible for removing the waste, a request that began to be discussed as part of the social reintegration measures considered by the city council.
According to Isaac Meneses, the service provider responsible for the service informed that they intend to make a position related to urban cleaning available, although details about the role, work schedule, remuneration, or possible start date have not yet been disclosed.
The possibility remains presented as a referral, not as a formal concluded hiring, while the involved agencies maintain the psychosocial support initiated during the preparation of the operation carried out in the Promorar neighborhood.
With the property still isolated, the decision about its occupation will depend on the complete removal of the waste and the report prepared by the engineers, which should also guide the actions related to the complaints made by the residents of neighboring houses.
