Thousands of Brazilians Have Until October 30, 2025 to Request the Exemption from the Urban Property and Territorial Tax (IPTU) for the 2026 Exercise. The Benefit, Which Can Reach 100% of the Value of the Tax, Is Granted by Various Mayors to Retirees, Pensioners, and Low-Income Families. However, the Rules and Deadlines Vary from City to City.

In Várzea Paulista (SP), retirees and pensioners can request the benefit until October 30 at the Facilita office, located at Rua João Póvoa, 97, Jardim do Lar. The approval is valid for two years (2026 and 2027) and needs to be renewed at the end of the period. Among the requirements are: not owning another property, residing in the property of up to 300 m² of total area and 100 m² of constructed area, having an income of up to three minimum wages, and not engaging in paid activities.

In Mongaguá (SP), the deadline for request is shorter: until August 31. In this city, retirees can obtain a 50% discount on the IPTU, with a request made in person at the City Hall, from Monday to Friday, during business hours.

In Navegantes (SC), requests for exemption from the IPTU and the waste fee must be made until August 29. The benefit is intended for seniors aged 65 or older and families with incomes of up to three minimum wages.

Emergency Measures and Social Impact

In the municipality of Alvorada (RS), affected by heavy rains in June, the city hall approved emergency measures to ensure the total exemption from the IPTU and Waste Collection Fee for residential properties affected. Companies harmed will also have the suspension of the ISS during the recovery period.

The variation in deadlines and criteria makes it essential to pay attention to local rules so as not to lose the benefit. In some cities, the partial or total discount on the IPTU represents a significant saving in the annual budget, especially for low-income families.

In addition to the direct savings, the measure helps to relieve fixed expenses for retirees and pensioners, who often have limited income.

Required Documents

To request the exemption or discount, interested parties must present documents such as ID, CPF, proof of residence, deed or property registration, IPTU invoice, and pension statements. In some cases, it is necessary to include death, marriage, or power of attorney certificates to prove the applicant’s condition.

Experts recommend that the request be made in advance, avoiding queues and ensuring time to correct any document-related issues.
