With a Historic Investment of R$ 36 Billion, the Federal Government and Paraná Close Partnership to Modernize Strategic Highways, Connect Producing Regions to the Coast and Boost Infrastructure, with Works That Promise to Change the Logistics Scenario in Brazil.
With investments of R$ 36 billion, the federal government and Paraná formalize a historic concession that promises to restructure more than 1,200 km of strategic roads in the state.
The president Luiz Inácio Lula da Silva and the governor of Paraná, Carlos Massa Ratinho Junior, formalized on Monday (28) the signing of concession contracts for lots 3 and 6 of the Paraná state and federal highways.
The agreements, valid for 30 years, are part of the New PAC (Growth Acceleration Program) and involve a total investment of R$ 36 billion in road infrastructure.

The ceremony took place at the Palácio do Planalto in Brasília, with the presence of the Minister of Transport, Renan Filho, as well as executives from CCR S/A and EPR, the concessionaires responsible for the two lots.
The initiative promises to revolutionize transportation logistics in the state by connecting productive regions to the Port of Paranaguá and the southern coast.
Strategic Highways and Planned Duplications
Lot 3, under the responsibility of CCR, includes 569 kilometers of highways that cross the North of Paraná to the port of Paranaguá, passing through 22 municipalities.
The expected investment is R$ 16 billion.
Lot 6, which will be handled by EPR, will have an investment of R$ 20 billion to recover and expand 662 kilometers of roads connecting the West and Southwest of the state to the coast.
With this, the BR-277 axis will be completely revitalized, from the border with Paraguay and Argentina to the coast of Paraná.
Extensive duplications, improvements in paving, construction of viaducts, bridges, and escape lanes are planned.
Drivers will also have access to new rest areas for truck drivers, as well as medical and mechanical rescue services, which should significantly increase safety on the roads.
Unprecedented Partnership Between State and Federal Governments
According to Governor Ratinho Junior, this is the largest highway concession partnership in Latin America.
Overall, the project includes more than 3,300 kilometers of roads granted to the private sector, with 1,800 kilometers duplicated and over 1,000 special artworks (such as bridges and viaducts).
“We made a proposal to the federal government to unify state and federal highways into a single concession package.
This attracted more investors and created an unprecedented model,” Ratinho highlighted.
“This model allowed us to take projects off the ground and start works that have been awaited for decades.”
The total concession project includes six lots.
With the two signed on Monday, lots 3 and 6, there are already four in effect.
The other two, lots 4 and 5, will be auctioned in September this year.

Lula’s Administration Promises Greater Volume of Private Investments
The Minister of Transport, Renan Filho, emphasized that the current federal administration is responsible for the highest volume of private investments in infrastructure in Brazil’s recent history.
“We are turning the page by taking works off the ground.
This administration will be remembered for restructuring the highway network with significant private sector participation, but without relinquishing public oversight,” stated Renan Filho.
In addition to physical works, the contracts require digital connectivity with 4G coverage along the roads, enhancing safety and communication for users.
Goiás Also Advances in Road Works
The minister took the opportunity to announce that, the following day, the 100-Day Plan of the Rota Verde Goiás concessionaire will begin.
With investments of R$ 6.87 billion, the project aims to modernize 426 kilometers of highways between Goiânia and Itumbiara, passing through Rio Verde.
The plan includes asphalt recovery, cleaning, maintenance, drainage system repairs, and other emergency improvements on BRs-060/452, essential for the agricultural flow in the Central-West region.
BR-040 Will Have Decisive Auction and New Hill Ascent
On Wednesday (30), B3 — São Paulo Stock Exchange — will host the auction for the concession of BR-040/495, in the section between Minas Gerais and Rio de Janeiro.
Among the most anticipated works is the new ascent of the Serra de Petrópolis, particularly the 4.8 km tunnel that has been under construction since 2016.
This intervention is considered vital to alleviate traffic in the mountainous region of Rio de Janeiro, one of the most congested areas in the state.
The tunnel could be decisive in unlocking the flow between the two states, directly benefiting the transport of cargo and passengers.
Concessions with Counterparties and Oversight
Despite the privatization of operations, the contracts set strict requirements for goal compliance, penalties for non-compliance, and social and environmental counterparties.
In addition to internet coverage, concessionaires must ensure efficient emergency services, constant maintenance, and periodic reports to ANTT (National Agency for Terrestrial Transport).
The federal government promises transparency and continuous oversight to ensure that the services provided meet the public’s interests and the required safety standards.
A New Era for the Country’s Infrastructure?
Robust investments in Brazilian highways mark the government’s attempt to rebuild the national road network with the support of the private sector.
The proposal meets not only a long-standing demand from the productive sector but also improves passenger flow, generates jobs, and strengthens national logistics.
According to experts, the model can serve as an example for other states seeking to unlock stalled projects and promote regional growth.
