Greater Efficiency in Ports Demanded by the Federal Court of Accounts

The Deliberation Was Supported by an Audit of the Ports Executed by Technicians from the Agency in 2017

For the operations of the country’s ports and maritime complexes, the TCU (Tribunal de Contas da União) stipulated that the authorities linked to the Port sector choose measures to improve efficiency, reducing time and costs.

This Decision was made during a hearing at the beginning of the month that was based on an investigation conducted by the agency’s technicians between August and December of last year. During this period, they evaluated the performance of companies at the docks in providing infrastructure for organized ports, the processes for issuing the Import License by ANVISA, and ANTAQ’s regulation on port terminals in the import and export of containers.

With a large agreement, Codesp (Companhia Docas do Estado de São Paulo) must, along with MTPAC, evaluate the possibility of adopting maintenance dredging in conjunction with other ports, in addition to reconsidering the depths of the berths. ANTAQ has 30 days to present an action plan that regulates the process, and ANVISA requested the improvement of the Import Licensing issuance. According to Codesp, 85% of the berths of organized ports are at their appropriate depths.

ANTAQ confirms that the requested measures are already underway based on provisions in the Regulatory Agenda and the Strategic Planning. ANVISA announced that it has not been notified by the TCU.

The positive reflection of this action is that just as an abusive toll can hinder an activity that depends on highways, abusive fees at ports can also remove importers and exporters from the market, and it is at this moment that regulation and control by the government, providing security for the sector regularly, is evaluated by the president of Comus.
