FGTS Changes Come Into Effect: What Changes, Who Is Affected, and When It Starts

The federal government is implementing, starting this Saturday (November 1st), important changes to the FGTS that directly alter the functioning of the anniversary withdrawal in Brazil.

The review of the modality, which affects millions of workers, sets a limit on advances, requires a minimum waiting period of 90 days for the first operation, and imposes new rules for released amounts.

The changes were approved by the Curatorship Council and take effect immediately, with a direct impact on the Economy and access to the Fund’s resources.

According to the Ministry of Labor, the new policy aims to restore financial power to workers and strengthen the Fund as an instrument for job protection. The government estimates that R$ 84.6 billion currently held by banks will be redirected directly to the population by 2030, ensuring that money returns to boost consumption and income in Brazil.

Government Aims for FGTS Recovery and Criticizes Anniversary Withdrawal

The Minister of Labor, Luiz Marinho, supports the changes and criticizes the current structure of the anniversary withdrawal.

According to him, the model created in 2019 harms workers by restricting total withdrawals in cases of dismissal and by turning the FGTS into a line of credit for financial institutions. He described the modality as a “trap” and warned about losses accumulated by workers.

“Today, we already have 13 million workers with blocked amounts, totaling R$ 6.5 billion,” he said.

Thus, the government indicates that it intends to preserve the FGTS as social savings and a strategic investment tool in the country, ensuring financial stability and strengthening essential production chains in the Economy of Brazil.

FGTS and Economic Impact: Billions Return to Workers

Between 2020 and 2025, anticipation operations of the FGTS generated R$ 236 billion, demonstrating the high demand for credit among workers. Currently, the Fund records 42 million active accounts, with 21.5 million Brazilians opting for the anniversary withdrawal — more than half of the base.

With the new rules, the government aims to reduce indebtedness linked to the Fund, avoid prolonged blockages and increase the circulation of resources directly to citizens, who will be able to use the money more strategically.

How the New Anniversary Withdrawal of FGTS Will Work

The changes to the anniversary withdrawal include limits on advances, a waiting period, and operation controls. Check the new rules effective today:

  • Advance limited to up to five years; reduction to three years starting in November 2026

With the reformulation, workers will have more control over their balances and face less risk of prolonged blockages.

However, those who relied on larger and successive advances may feel an immediate impact. Still, the government’s promise is clear: more money in Brazilian pockets, less reliance on credit, and better circulation in the Economy of Brazil.

Anniversary Withdrawal Can Continue, but with Adjustment and Social Focus

Even with greater rigidity, the anniversary withdrawal will not be eliminated at this initial moment. However, experts are already assessing that the country is moving towards a more sustainable and protective hybrid model for workers.

Thus, with more released resources and fewer financial restrictions, the government hopes that the FGTS will return to fulfilling its purpose: protecting workers and supporting national development.
