New State Company Promises to Reorganize National Security Funding and Modernize Ground Force Programs
A strategic initiative considered by the Brazilian Army gains momentum and, therefore, begins to widely impact internal debates about structural modernization. The creation of the National Company for the Development of the Ground Force (Endeforte) emerges as an instrument that, consequently, can significantly change the way national security projects are funded. The signing of a letter of intent at the Headquarters, in Brasília, formalizes the beginning of studies. This movement thus paves the way for advancing the institutional proposal and equally reinforces the initiative’s priority within the Force.
The future public company will have the mission to finance essential actions of the institution, although it will fully respect the limits imposed by the Annual Budget Law (LOA). The proposal indicates that Endeforte will operate as an independent state company, linked to the Ministry of Defense through the Army Command. Its headquarters will be in Brasília. Therefore, the Ground Force will operate with a structure similar to that of the Navy and Air Force, which also use their own companies for executing specific projects and raising funds, which in turn ensures greater administrative continuity.

Studies Reveal Need for Modernization and Define Priority Areas
The plan intends to expand the financing capacity for technological modernization programs, acquisition of systems, and development of long-term projects. The areas covered include cyber defense, strategic communication, border monitoring, armored vehicles, and advanced computerization processes. All these fronts are essential for strengthening the operational capacity of the institution and additionally for ensuring greater technological efficiency over the coming years.

FAB loses Hermes 900 drone during multinational exercise in Mato Grosso do Sul and is left with only one active aircraft, raising concerns about operational fragility and strategic response capability.
In addition, the structuring programs of the Army’s Strategic Portfolio, led by the Force’s Project Office, may also benefit. This set includes 13 initiatives, such as Astros, Armored Forces, Sisfron, Protected Amazon, and Cyber Defense. This block is considered a priority and, consequently, receives increased attention, although implementation depends on the procedures foreseen for the creation of the state company.
Expected Impacts and Strengthening the National Defense Industrial Base
The creation of Endeforte is expected to intensify direct support to military projects and, simultaneously, boost the national Defense Industrial Base. This movement tends to stimulate specialized segments and expand opportunities for skilled employment in the sector. However, all of this depends on the final approval of the proposal and the consolidation of the administrative mechanisms necessary for its full operation.
The establishment of the company is conditioned to the analysis and approval of the National Congress. The letter of intent represents only the start of the process. It opens the way for detailing the legal, administrative, and financial mechanisms needed to regulate the new structure. This initial stage marks an important reorganization and, therefore, requires careful evaluation, although real progress depends on the next institutional definitions.
Internal Debates Indicate Administrative Challenges and Possible Paths
Despite the initial formalization, the proposal demands important decisions, as the creation of Endeforte depends on legislative approval. The next steps should detail the functioning of the company, its funding criteria, and its integration with the Army Command. This stage is crucial, as strengthening strategic programs requires long-term planning. It also demands budgetary predictability and administrative continuity. In addition, the internal debate reinforces the need to align processes among different sectors of the Ground Force.
Consequently, it is expected that the new state company will allow for organizing resources with greater stability. This model aligns with the structures already adopted by the Navy and Air Force, and therefore tends to strengthen the Ground Force’s capacity to execute priority projects without interruptions. Furthermore, the format promises to enhance the operational efficiency anticipated for the upcoming strategic cycles.
How the Proposal Fits into the Institutional Defense Scenario
The proposal is at a decisive moment and, as such, involves internal discussions about governance, execution, and the pace of implementation. The forecast is that Endeforte will contribute to modernizing the Army’s planning. The regulation, however, is still in its initial phase. Progress will depend on the institutional capacity to balance fiscal responsibility, operational efficiency, and the continuity of strategic programs. In addition, it will be necessary to maintain coherence between administrative goals and the practical execution of priority projects.
At the same time, the planned structure opens up the possibility to reorganize the execution of essential investments. It reinforces the goal of modernizing areas considered critical for national security and, therefore, increases expectations surrounding the new state company.
What Does the Future Hold for Endeforte?
The creation of the company could represent a milestone for the Ground Force. Everything will depend on the institutional and legislative decisions that are yet to be made. Internal expectations are high. The proposal promises to increase investments and reorganize essential processes for defense modernization. The challenge involves balancing efficiency, governance, and responsibility. Furthermore, the integration of the new structure should consider the continuity of existing projects and also the expansion of already established strategic programs.
What do you believe should be the priority for the advancement of Endeforte: accelerating the structuring of the state company to boost strategic projects or proceeding with caution to ensure institutional and budgetary balance?
