Federal Government Announces Changes to BPC Rules for Reassessment of People with Disabilities. Know Who Needs to Undergo Examination, Who is Exempt, and How to Avoid Suspension of Benefit.
The Continuous Cash Benefit (BPC) is a fundamental right for thousands of Brazilians in vulnerable situations. It guarantees a monthly minimum wage for low-income people with disabilities and elderly individuals. However, new rules published by the Federal Government have changed the way the reassessment of people with disabilities receiving the benefit will be conducted.
The changes define clear criteria for summons, exemptions, and deadlines, providing more security and reducing the possibility of undue cuts.
What Changes with the New BPC Rules?
The periodic reassessment of the BPC was already foreseen in the Organic Law of Social Assistance (Loas).
-
The government requests the Federal Revenue Service for a new system to automate the income tax declaration, reducing errors, time, and bureaucracy for millions of Brazilians.
-
Pix in installments, international Pix, and contactless payment without internet: the Central Bank revealed the new features coming to the tool that is already used by almost every adult in Brazil.
-
Mercado Livre has just started selling medications with delivery in up to three hours to your door, and this move could completely change the way Brazilians buy medicines on a daily basis.

In Dubai, rising tensions from the war in the Middle East are causing super-rich individuals to leave the Gulf and direct their fortunes to a new financial refuge in Asia.
Every two years, the beneficiary was required to undergo an analysis to confirm if they still met the requirements.
Now, with the joint ordinance from the Ministry of Development and Social Assistance, Family, and Fight Against Hunger (MDS), the Ministry of Social Security (MPS), and the INSS, published in August, the procedures have become more detailed.
With this measure, more than 150,000 people who would have been called for a new examination by 2025 have been automatically exempted. This is because the ordinance exempts from reassessment those who have already undergone an official medical examination and received an irreversible diagnosis or one with no possibility of recovery.
What is Biopsychosocial Reassessment?
The reassessment of people with disabilities in the BPC is called biopsychosocial evaluation.
It is a process divided into two stages: a medical analysis and a social assessment.
The objective is to ensure that the benefit continues to be paid only to those who truly need it, preserving social justice and the efficiency of public resource use.
This procedure, however, becomes more objective with the new rules, avoiding unnecessary travel, long queues, and, mainly, the insecurity of losing the benefit without justification.
Who is Exempt from Reassessment?
Not all BPC beneficiaries will need to go through the reassessment process again. The following are exempt:
People with disabilities who have already had a definitive medical diagnosis, with permanent impairments;
Elders aged 65 or older who receive the benefit due to age;
Beneficiaries who resumed receiving the BPC after working, engaging in business, or receiving inclusion aid. In this case, the exemption lasts for two years, counted from the reactivation of the benefit.
How Will the BPC Beneficiary Be Notified?
To ensure that no one is caught off guard, the Government has established official notification methods.
The notification of summons for reassessment will be made through the Meu INSS app or directly by the bank where the beneficiary receives the monthly payment.
This way, communication is centralized and avoids fraud or the loss of important deadlines.
What to Do Upon Receiving the Notification?
When the notification is issued, the beneficiary will have 30 days to schedule the reassessment.
This procedure can be done in two ways: through the Meu INSS app or by calling Central 135.
If there are unforeseen events, each stage — whether the medical examination or the social evaluation — can be rescheduled once, up to seven days after the originally scheduled date.
It is important for the beneficiary to meet this deadline, as failure to attend may lead to suspension or even cancellation of the benefit.
Where to Check the Result of the Reassessment?
The result of the analysis will be available on the Meu INSS app or by calling Central 135.
This monitoring is essential, as the update allows the beneficiary to confirm whether the payment of the BPC will continue normally.
Importance of the New Rules
The changes bring more clarity to the process and represent an advancement for those who depend on the BPC.
The definition of exemptions, deadlines, and notification methods ensures greater predictability and reduces the insecurity that previously surrounded the reassessment of people with disabilities.
In addition, the ordinance seeks to balance social protection with the need to prevent fraud, ensuring that resources reach those who truly need them.
