From 2009 to 2022, cumulative adjustments exceeded 60% above inflation, with highlights for 33% in 2022 and 15% in 2023, driven by the growth of Fundeb and the decline in the number of enrollments, which increased the amount transferred per student.
According to experts from Todos Pela Educação, the trend is that the scenario will remain positive in 2026, provided that the current methodology is maintained and the government ensures fiscal stability.
However, the lack of an official announcement by the end of September raised doubts and uncertainties among education professionals.
MEC Proposes to Change the Adjustment Base Date
During the Education Now event in São Paulo, Minister Camilo Santana advocated for a change in the adjustment base date, suggesting that the new minimum salary value be announced mid-year, rather than in January as is currently the case. According to him, the proposal seeks to align the adjustment with the budgetary calendar of states and municipalities.
Despite this indication, by the end of September the federal government had still not fulfilled the promise. The uncertainty worries municipalities and education departments that need to plan their budgets months in advance.
“Without this forecast, we have no security regarding our income planning, nor a guarantee that the increase will actually be maintained. This compromises our stability and the valuation of the profession itself,” said a public school teacher from Pernambuco in an interview with the G1 portal.

The uncertainty caused by the MEC’s delay directly affects local government financial planning. Many states and municipalities reserve funds based on estimates, increasing the risk of budget imbalance. According to a technical note published by the Institute of Applied Economic Research (IPEA), the delay in announcing the adjustment compromises fiscal predictability and compliance with the law in some states.

As they await the official decision, unions such as the National Confederation of Education Workers (CNTE) are pressuring the government to announce the index by the end of this semester. The entity advocates that the policy for valuing the teaching profession be maintained with transparency and predictability.
“The minimum salary is not just a number; it is a symbol of respect for public education and for those who dedicate their lives to teaching. Any delay or ambiguity sends a message of neglect,” emphasized the CNTE in a public statement released in September 2025.
