The new salary for public school teachers may see a real increase in 2026, but the delay by the Ministry of Education (MEC) in announcing the official index has caused anxiety among education professionals and state and municipal managers.

While the category awaits a decision on the new minimum salary, fears are growing that the uncertainty will compromise budget planning and the appreciation of the teaching career in the country.

Expectation of Increase Above Inflation

Since the creation of Law 11.738/2008, the annual adjustment of the minimum salary for public school teachers has been calculated based on the variation of the Annual Value Per Student (VAA) from the Fundeb, the main funding source for basic education.

This formula has allowed for significant gains in recent years, exceeding inflation and strengthening teachers’ purchasing power.

In 2025, the increase was 6.27%, raising the minimum salary to R$ 4,867.77, according to official data from the MEC. From 2009 to 2022, cumulative adjustments exceeded 60% above inflation, with highlights for 33% in 2022 and 15% in 2023, driven by the growth of Fundeb and the decline in the number of enrollments, which increased the amount transferred per student.

According to experts from Todos Pela Educação, the trend is that the scenario will remain positive in 2026, provided that the current methodology is maintained and the government ensures fiscal stability.

However, the lack of an official announcement by the end of September raised doubts and uncertainties among education professionals.

MEC Proposes to Change the Adjustment Base Date

During the Education Now event in São Paulo, Minister Camilo Santana advocated for a change in the adjustment base date, suggesting that the new minimum salary value be announced mid-year, rather than in January as is currently the case. According to him, the proposal seeks to align the adjustment with the budgetary calendar of states and municipalities.

Despite this indication, by the end of September the federal government had still not fulfilled the promise. The uncertainty worries municipalities and education departments that need to plan their budgets months in advance.

“Without this forecast, we have no security regarding our income planning, nor a guarantee that the increase will actually be maintained. This compromises our stability and the valuation of the profession itself,” said a public school teacher from Pernambuco in an interview with the G1 portal.

Delay in Announcing the New Minimum Salary for Public School Teachers Directly Affects the Financial Planning of Brazilian States and Municipalities

The uncertainty caused by the MEC’s delay directly affects local government financial planning. Many states and municipalities reserve funds based on estimates, increasing the risk of budget imbalance. The National Confederation of Municipalities (CNM) has already warned that the uncertainty over the adjustment index could create salary distortions and pressure public coffers, especially in smaller towns.

Moreover, the Fundeb, responsible for more than 60% of the funds allocated to basic education, depends on federal transfers to supplement the minimum salary payment, making the early definition of the amount essential.

According to a technical note published by the Institute of Applied Economic Research (IPEA), the delay in announcing the adjustment compromises fiscal predictability and compliance with the law in some states.

Teachers’ Salary: Symbol of Valuation and Budgetary Challenge

The minimum salary for public school teachers is one of the main tools for valuing the teaching career in Brazil. It ensures:

National minimum remuneration;
Protection against inflationary losses;
Recognition of the importance of basic education;
Greater attractiveness to the teaching career.

However, experts warn that delays in announcements and changes in the adjustment calculation could threaten historical achievements.

In an interview with the Correio Braziliense, economist Daniel Cara, a professor at USP and specialist in public education policies, stated that “any uncertainty in defining the minimum salary discourages new entrants to the profession and directly affects the quality of education.”

Teachers on Alert Expect Concrete Valuation in 2026

With a scenario of increased federal revenue and growth of Fundeb, the expectation is that the minimum salary will see a new adjustment above inflation in 2026. Still, the silence from the MEC raises doubts about the government’s commitment to valuing the category.

As they await the official decision, unions such as the National Confederation of Education Workers (CNTE) are pressuring the government to announce the index by the end of this semester. The entity advocates that the policy for valuing the teaching profession be maintained with transparency and predictability.

“The minimum salary is not just a number; it is a symbol of respect for public education and for those who dedicate their lives to teaching. Any delay or ambiguity sends a message of neglect,” emphasized the CNTE in a public statement released in September 2025.

With or without a confirmed adjustment, the debate on the minimum salary for teachers again highlights an old dilemma: balancing fiscal responsibility and professional valuation. The future of teaching depends on firm and transparent decisions that ensure fair salaries commensurate with the importance of public education in Brazil.
