New Phase of the AmpliAR Program Will Transform the Air Network of the North and Northeast: Auction of 19 Airports Promises Robust Investments and Greater Connectivity
The federal government is preparing for a new step in the modernization of Brazilian regional aviation. Still in June, the Ministry of Ports and Airports (MPor) will launch a public call to auction 19 airports located in the Legal Amazon and the Northeast. The proposal is part of the first phase of the AmpliAR program, an initiative that has already been approved by the Brazilian Court of Accounts (TCU).
The goal is to attract private investments totaling R$ 1.35 billion, which will be distributed among the 19 airports planned, averaging R$ 77 million per airport. The significant change in the model is that, unlike what was proposed in the public consultation, the terminals will not be grouped into blocks: each will be offered individually, which should facilitate attracting investors focused on regional opportunities.
Concessions with Potential for Immediate Impact
The 19 strategic airports are distributed across 11 states and are crucial for air access to inland cities that are logistically challenging. The idea is to improve not only the physical infrastructure of these units but also to enhance air connectivity, particularly in more isolated areas of the Amazon and the northeastern semiarid region.

The government’s expectation is that proposal submissions will occur in September. After that, contractual adjustments will be made, with a forecast for signing by the end of 2025. The terminals that do not receive proposals in this round will remain open for negotiation in future phases of AmpliAR.

Expansion of Regional Aviation is a Strategic Priority
The expansion of the regional air network has been identified as a key component to reducing logistical inequalities and boosting tourism in areas with great potential but limited air accessibility. In a recent interview with Estadão, Minister Silvio Costa Filho highlighted that AmpliAR will place “strategic airports in the spotlight” to enhance the mobility of inland populations.
In addition to the investment in infrastructure, the concessions also foresee the modernization of security systems, boarding and disembarking areas, runways, and basic support services for aircraft. The initiative complements other federal government efforts to decentralize air traffic, which is traditionally concentrated in large urban centers like São Paulo, Brasília, and Recife.
